MINUTES <br />ORANGE COUNTY BOARD OF HEALTH <br />March 25, 2015 <br />Page 2 <br />year, which is updated every four years and last updated in 2011. Access to <br />Care, Chronic Disease Prevention and Mental Health/Substance Abuse <br />Prevention are the three areas that are focused on in the report. Breast Cancer <br />and Suicide death rates are the only rates that are higher than the state. <br />Emerging topics include an increase in Breast Cancer Screening programs and <br />the Family Success Alliance program. <br /> Access to Care <br />o Transportation is a big focus and the Board of Health is <br />working on representation on the Transportation Board. <br />o ACA: increase of over 1,500 people who enrolled in ACA <br />over last year in Orange County. <br /> Chronic Disease <br />o Orange County Food Council was formed. <br />o Napsack program was started to help with childhood obesity. <br />Offered healthy snack alternatives for kids through daycares. <br />o Nutrition Services increased their encounters and services <br />by almost double. <br /> Mental Health/Substance Abuse <br />o Carrboro Police Department was the first in the state to <br />prevent a death through the use of Naloxone. <br />o All police departments now have Drug Dropboxes and the <br />Sheriff’s Department added two additional boxes as of today. <br />o Increased awareness in the Smoke Free Public Places Rule. <br /> <br />The BOH members had several questions that were addressed by Ashley <br />Mercer, Healthy Carolinians Coordinator. <br /> <br />B. Orange County Advisory Board Summary <br />Meredith Stewart reported on trends in Advisory Board Actions since last fall. <br />There were multiple resolutions on immigrant children and access to education <br />and other services. There was a lot of movement on transportation and <br />pedestrian items, including about the changes to the Hillsborough Circulator and <br />ADA Paratransit. The Orange Unified Transportation Board (OUTBoard) has <br />added “public health” as an area of expertise to their membership criteria in lieu <br />of a dedicated Board of Health seat as requested by the Board last fall. Meredith <br />encouraged Board members to apply for vacant OUTBoard positions, or refer <br />individuals with public health expertise to apply. <br /> <br />The BOH received the report without any questions. <br /> <br />VI. Action Items (Non Consent) <br />A. Letter to State regarding WTMP Inspection <br />Alan Clapp summarized the draft letter to NC DENR Division of Water Resources <br />(state), which states that since Environmental Health can’t permit the state <br />approved systems, WTMP inspections cannot be performed by staff as a result <br />of the Osborne-Phillips case. The letter requests that state perform regular
