MINUTES <br />ORANGE COUNTY BOARD OF HEALTH <br />January 28, 2015 <br />Page 3 <br />From January 2015 - March 2015, staff of the Family Success Alliance and Zone <br />partners will be working together to identify the "gaps" in the cradle to career pipe line in <br />Zone 4 and Zone 6. This includes qualitative data collection through key informant <br />interviews and focus groups, as well as quantitative data collection through door -to-door <br />surveys in the zones and surveys of service providers/organizations. <br /> <br />The BOH members had several questions that were address by Meredith Stewart. <br /> <br />VI. Reports and Discussion with Possible Action <br /> <br />A. Alcopop Youth Presentation <br /> <br />Marianne Hark, Program Director and local youth from Orange Partnership for Alcohol <br />and Drug Free Youth provided an overview of the current issues related to youth access <br />to “Alcopops”, the general term for certain flavored alcoholic beverages. They also <br />discussed the key concerns related to the regulation and sales of these beverages, and <br />what implications exist for youth alcohol consumption and local and statewide efforts to <br />address Alcopops in the retail environment. <br /> <br />Bernadette Pelissier suggested Ms. Hark present at the next BOCC meeting and <br />request this issue is placed on the BOCC legislative goals. <br /> <br />The BOH members had several questions that were address by Marianne Hark <br />and the local youth who attended. <br /> <br />Marianne requested a letter of support from the Board. No motion needed; Board <br />members agreed to submit a letter of support. <br /> <br />B. WTMP Rule Change <br /> <br />Based on Session Law 2014-120 and the results of the Osborne-Phillips case the <br />Groundwater and Wastewater rules are subject to amendment. <br /> <br />Annette Moore discussed the Osborne-Phillips ruling. Alan Clapp discussed the <br />Legislative mandates. An itemized listing of all Environmental Health changes was <br />listed in the attached Legislative Changes memo. Since Orange County has local rules <br />for Onsite Wastewater and Groundwater these changes will need to be adopted in rule <br />amendments subject to Chapter 130A-39. The advertisement of rule adoption will be <br />carried out by staff. The rule changes will be available for review at the county clerk’s <br />office, Health director’s office and Environmental Health office. Discussion for adoption <br />of the changes will be at the February 25, 2015 Board of Health meeting. <br /> <br />The BOH members had several questions that were address by Alan Clapp, <br />Environmental Health Director and Annette Moore, County Attorney. <br /> <br />
