ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: December 4, 2006 <br />Action Agenda <br />Item No. q ~ b <br />SUBJECT• Justice Facilities Expansion Project Review and Approval <br />DEPARTMENT: Purchasing and Central <br />Services <br />PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Pam Jones (919) 245-2652 <br />PURPOSE: To provide final review and comment on the Justice Facilities Project, including <br />River Park and the Farmer's Market, prior to' solicitation of bids. <br />BACKGROUND: For the past two years, three separate groups have been involved in the <br />design planning of the Justice Facilities Expansion project: the architect selection committee, <br />the interior planning committee and the exterior planning committee, which included the <br />Farmer's Market and' improvements to River Park. <br />The County Commissioners reviewed the project in June, 2006, prior to its submittal to the Town <br />of Hillsborough. Following three work sessions with the Hillsborough Historic District <br />Commission (HDC) beginning in June, 2006, the project received the certificate of <br />appropriateness on November 1, 2006. Changes requested by the HDC maintained the <br />architectural integrity of the design proffered by the Exterior Planning Committee. The project <br />architect, Corley Redfoot Zack, will be at the meeting to present the HDC approved design to <br />the Commissioners. <br />On November 8, 2006, the project was approved by the Hillsborough Board of Adjustment, <br />conditioned upon the following: <br />1. The eastern terminus of the Riverwalk Trail aligns with the continuation planned by <br />Classical American Homes Preservation Trust; and <br />2. The building elevations dated October 18, 2006 are the final version; and <br />3. The remote toilet addition is handicap accessible; and <br />4. The stormwater plans are approved by the Town's consulting engineer; and <br />5. A written plan for the remote (off-site) parking facility and its operation is provided to <br />the Town staff before the Zoning Permit is issued for the project to demonstrate <br />limitations provided for employee parking on the campus. <br />
