4. North Carolina Transportation Legislation <br />The North Carolina Department of Transportation (NC DOT), <br />Metropolitan Planning Organizations (MPOs), and Rural Planning <br />Organizations (RPOs) have an established framework for <br />collaboration, the purpose of which is to achieve seamless <br />transportation planning for North Carolina. (Refer to Table of <br />Contents for North Carolina General Statutes Chapter 136 <br />Transportation.) <br />5. Transportation Planning Organizations <br />Orange County is a member of the Durham - Chapel Hill - Carrboro <br />Metropolitan Planning Organization (DCHC MPO); the Burlington - <br />Graham Metropolitan Planning Organization (BG MPO); and the <br />Triangle Area Rural Planning Organization (TARPO). (Refer to <br />Overview of Metropolitan Planning Organizations (MPOs) and <br />Rural Planning Organizations (RPOs), and map of NC MPOs and <br />RPOs created by NCDOT Transportation Planning Branch.) <br />6. Orange County Transportation Plans and Maps <br />Orange County, in coordination with the North Carolina <br />Department of Transportation ( NCDOT), is developing a <br />Comprehensive Transportation Plan (CTP). This transportation <br />plan will be adopted by both the Board of County Commissioners <br />and the NCDOT. However, for portions of the County located <br />within a MPO, the development of a comprehensive transportation <br />plan must take place through the metropolitan planning <br />organizations. (Refer to Overview of Transportation Plans for <br />Orange County, NC December 2013.) <br />7. Transportation Improvement Program (TIP) <br />Orange County endorses a list of priority projects for federal /state <br />funding and submits it to the regional transportation planning <br />agencies (MPOs and RPOs) who then submit it to the North <br />Carolina Department of Transportation ( NCDOT). With the <br />assistance of Planning staff, the OUTBoard is charged with <br />providing recommendations to the BOCC on the development and <br />prioritization of potential transportation projects to be included into <br />the State TIP. Orange County Plans that Provide Guidance for <br />Implementation <br />Implementation of Orange County transportation plans also occur <br />through adopted documents that guide and regulate development. <br />These documents include the 2030 Comprehensive Plan, the <br />Unified Development Ordinance (UDO), and multiple Small Area <br />Plans.
