Orange County & NCDOT Highway Luncheon Meeting Notes <br />Division 7 and District 1 <br />November 30, 2017 12:00 p.m. <br />Hillsborough area. Should we set of a work group to discuss this issue, with <br />representatives from NCDOT, staff, and elected officials? Perhaps we could <br />develop a proposal to go back to the MPO. <br />Mayor Tom Stevens stated that the Hillsborough Board is interested in <br />discussing this issue. In the past the dialog has been about bypasses, and <br />Hillsborough is more interested in connectors and how to smooth road <br />connections. Margaret Hauth stated that one main concern would be how to <br />install usable road signage since connector routes will have multiple turns. <br />d. Communications in the southern part of the County, with Chapel Hill and <br />Carrboro (Penny Rich) <br />Penny Rich had a brief discussion with Chuck Edwards ( NCDOT) and Orange <br />County staff about the process for communications with Chapel Hill and <br />Carrboro. <br />e. Inquiry from Mark Marcoplos regarding the new NC 86 bridge over 1 -85. <br />1 -85 at NC 86 interchange upgrade is in the adopted 2018 -2027 STIP (I- <br />5984), right -of -way 2024, construction 2026, total cost $16,488,000. <br />VI. PENDING PROJECTS (Updates) <br />a) TIP projects ( NCDOT); and <br />b) Resurfacing and /or bridge replacements ( NCDOT) <br />Chuck Edwards reviewed the NCDOT list of Project Updates (list attached) <br />b) NCDOT High Impact/Low Cost Program (Nish Trivedi / NCDOT) <br />Nish Trivedi stated that Orange County in coordination with Town of <br />Hillsborough recently submitted a four potential projects under a new NCDOT <br />Low Cost/High Impact Program. As a result, NCDOT has selected NC -86 at <br />US -70 intersection improvements for Board of Transportation (BOT) approval. <br />This will extend the northbound right turn lane onto eastbound US 70, which <br />may involve some minor road widening. Presently, northbound vehicles <br />stopped at the traffic light quickly stack beyond the existing right turn slip lane <br />preventing access to anyone attempting to head eastbound on US 70 <br />Bypass. Because this project is solely in Hillsborough's jurisdiction and is <br />estimated to cost over $250,000, the Town will be submitting a Support <br />Resolution to NCDOT in December. This will bring the project before the BOT <br />in January 2018 for approval. NCDOT will have one year from BOT approval <br />to get this project under contract or implemented. They anticipate completing <br />this project within the existing right -of -way. <br />61 <br />
