Orange County & NCDOT Highway Luncheon Meeting Notes <br />Division 7 and District 1 <br />November 30, 2017 12:00 p.m. <br />to begin in January and be completed by next April. Pat Wilson said that the <br />project will be around 30 percent over the original funding estimate. <br />Barry Jacobs asked about the possibility of getting a pedestrian bridge over I- <br />40. Pat Wilson responded that there had been a previous feasibility study to <br />evaluate a pedestrian bridge and that there is a constructability issue. Craig <br />Benedict suggested that possibly a new bridge accommodating pedestrians <br />could be built along with the larger 1 -40 project in the future. <br />Status: For informational purposes, no County action required. Focus on <br />receiving sidewalks for a future pedestrian bridge. <br />IV. POLICIES, PROGRAMS, NEW PROJECTS <br />a) NCDOT Encroachment Agreement (Update) (Theo Letman) <br />Theo Letman reviewed the $10,000 AARP grant received in August for 15 <br />Simme -Seats for OCPT bus stops. The grant was applied for by the Aging <br />Department. About a third of the seats were installed by AMS in November; <br />however, encroachment agreements and permits are needed for the <br />semiseats. The remaining seats will be installed after site specific locations <br />are identified and sketches prepared to obtain municipal permits and ROW <br />Encroachment Agreements from NCDOT. A discussion regarding <br />encroachment agreements /permits followed between Theo Letman, Penny <br />Rich, Margaret Hauth, and Bonnie Hammersley. <br />Tom Altieri asked NCDOT staff about the site - specific materials needed for <br />encroachment agreements. Chuck Edwards advised that the County speak <br />with Deangelo Jones with NCDOT for guidance. The focus for the process will <br />be on safety at each location. <br />Bonnie Hammersley asked if all the Simme -Seats were orange and Theo <br />replied that they are. <br />Status: Encroachment agreements and permits are being pursued for bus <br />stop improvements. NCDOT /OCPT safety reviews also need to be <br />performed. <br />b) Mountains to Sea Trail Segment 11 (Update) (David Stancil) <br />David Stancil passed out a map for the Proposed Mountains -to -Sea Trail <br />(MST) Segment 11 (copy attached to meeting notes). He stated that <br />everyone should focus on the red dashed line on the map. David Stancil <br />reviewed the route options of Segment 11. He noted that the proposed <br />Segment 11 line ends on the south side of the river, not the north side. He <br />also stated that Chuck Edwards, NCDOT has been part of the discussion <br />
