Orange County & NCDOT Highway Luncheon Meeting Notes <br />Division 7 and District 1 <br />November 30, 2017 12:00 p.m. <br />of -Way encroachment, and a decision on how sidewalk projects would be <br />administered through construction would be needed. Craig Benedict added <br />that the Twin Peaks park sidewalk project had required $80,000 - $100,000 for <br />project administration. <br />Barry Jacobs added that within the context of the Efland Small Area Plan <br />planning process, sidewalk maintenance was voted down so there wasn't an <br />opportunity to discuss sidewalks any further in downtown Efland. Efland <br />sidewalks would be in NCDOT right -of -way where suburban meets urban. He <br />reinforced that Orange County needs to have a sidewalk policy. He recalled <br />that the OUTBoard had requested that the BOCC and Hillsborough work <br />together on a sidewalk policy and maintenance agreement. <br />Chuck Edwards stated that subdivision streets not located within corporate <br />limits can have homeowners associations maintain sidewalks. NCDOT does <br />not maintain sidewalks, however, encroachments might be allowed within <br />subdivisions. As a rule, sidewalk encroachments have not been allowed <br />outside subdivisions. <br />Dave Stancil said that the County park staff could perform the required <br />sidewalk maintenance upon the direction of the BOCC. <br />Craig Benedict noted that there may also be need for some sidewalks at <br />OCPT bus stops that are located on the fringe of County and corporate limits. <br />Bonnie Hammersley stated that the staff work group to prepare for the work <br />session should include Craig Benedict, Tom Altieri, Jeff Thompson, and Dave <br />Stancil. The results of the staff group will feed the sidewalk policy, and help <br />determine costs for maintenance and construction. A decision will need to be <br />made as to whether sidewalks are a funding priority. <br />Penny Rich added that the timing question for the work session will be up to <br />Staff. Funding prioritization will be talked about at the BOCC Retreat. <br />Status: The County is pursuing a work session to include discussion on <br />sidewalks, among other items. <br />b) Orange Grove Road Bridge fencing and conceptual design options for a <br />pedestrian bridge (Update) (Chuck Edwards, NCDOT) <br />Chuck Edwards said that there is a chain link fence being installed on the <br />Orange Grove Road Bridge over 1 -40. The funds have been secured. The <br />first bids were all over the funding estimate, so the second bid opens next <br />week. The reason for the exceeded estimates points to costs of traffic <br />management, and preparing the bridge for fencing. The project is supposed <br />57 <br />
