Orange County & NCDOT Highway Luncheon Meeting Notes <br />Division 7 and District 1 <br />November 30, 2017 12:00 p.m. <br />There was a general discussion noting that the County could also consider <br />putting some funds in the budget to pay the expenses. Tom Altieri noted that <br />assistance from the County Attorney's Office to determine what party needs <br />to request condemnation, the County or the property owners and if the <br />County can sponsor the fees. <br />Chuck Edwards and Barry Jacobs notes that there are various reasons that <br />the remaining four property owners have not been willing to dedicate the <br />needed right -of -way so that the road can be paved: fear of speeding cars; <br />preferring the rural character of the unpaved road; etc. Chuck Edwards noted <br />that the Orange County Fire Department has sent a letter regarding its <br />concerns pertaining to response times, safety, etc. Barry Jacobs suggested <br />that NCDOT send another letter stating that the road now meets the <br />standards for condemnation. <br />Barry Jacobs asked whether a two -way stop sign could be installed on the <br />road. Chuck Edwards stated that he could look at options but had concerns <br />about the stop sign suggestion, but he would look at construction limits. <br />Craig Benedict asked if a property owner could be the lead in a condemnation <br />request. Chuck Edwards said this would be an area to consult legal but it <br />may be that petition and fees will need to come from property owners. If <br />that's the case, he thought that property owner Bob Nutter might be the <br />friendliest petitioner on the road. <br />Status: Consider options and criteria for NCDOT to proceed with any <br />condemnation based on NCDOT guidance, noting that the assistance of the <br />County Attorney's Office is necessary to determine how to proceed. <br />III. PEDESTRIAN /SIDEWALK TOPICS <br />a) Pedestrian project implementation — Maintenance, local match, and local <br />administration (Update) (Tom Altieri /Craig Benedict) <br />Tom Altieri stated that there will be a work session in 2018 that is to include <br />some discussion of a County sidewalk policy. The County has multiple <br />adopted plans supporting sidewalks but no formal policy: The Orange Grove <br />Road Access Management Plan; the Safe Routes to School Plan; and County <br />Transit Plan. In addition to the need for a County sidewalk policy, there is no <br />ability to compete for grants without a local match; and without determining <br />how a sidewalk project would be administered. SPOT scoring cannot be <br />done on a proposed sidewalk project without a local match. Answers are also <br />needed to maintenance questions. In 2011 the BOCC did not have interest in <br />maintaining sidewalks but interest may now be resurfacing due to the SRTS <br />Plan and Transit Plan.
