Orange County & NCDOT Highway Luncheon Meeting Notes
Division 7 and District 1
November 30, 2017 12:00 p.m.
Perry Hills Subdivision — Road addition for Paylor Street
Abigaile Pittman stated that Perry Hills Subdivision was recorded in August,
1965. This section of Paylor Street is an extended section of dirt road (.08
mile /422 ft.) that has not previously been added to the State road system for
maintenance. Discussions have been ongoing this year regarding Paylor
Street and a few other roads, or portions of roads, within the Subdivision that
have not been accepted into the State system.
Following the addition of Paylor Street into the State system it will first be
graveled as a two -lane road under the Unpaved Road Program, and NCDOT
will also improve the drainage ditches and pipes, and remove some trees and
uncontrolled vegetation and any unauthorized encroachments. Future paving
of this section of Paylor Street by NCDOT will occur under the Secondary
Road Construction Program, or with some other funding source such as State
Contingency Funds. As for the subdivision roads currently in the State
Maintained Secondary Road System, NCDOT maintenance staff recently
performed pavement repairs, and the State maintained streets in the
subdivision were resurfaced. Future paving of this section of Paylor Street by
NCDOT will occur as prioritized by NCDOT (possibly in 2018). Paving of
existing State roads in Perry Hills Subdivision occurred recently.
Buckhorn Ridge Subdivision
Abigaile Pittman stated that Buckhorn Ridge Subdivision (recorded in 2001) is
located off Yarborough Road in the western part of the County, east of
Mebane Oaks Road and west of Buckhorn Road, in Cheeks Township.
Buckhorn Ridge Road and Twelve Point Trail were designed to public road
standards but have been private roads in the interim, intended to become a
public road when conditions met NCDOT criteria.
There is an additional road in the subdivision, Little Doe Lane, which is not
eligible for addition to the State Maintained Secondary Road System because
it does not meet the density requirement of 4 developed properties.
The Reserve Subdivision
Abigaile Pittman stated that the Reserve Subdivision is located off Parker
Road in the southeastern part of the County, in Chapel Hill Township. It is
located within the Town's ETJ and was developed and approved subject to
the Town's zoning and subdivision regulations, but it was not annexed by
Chapel Hill.
54
