INTRODUCTIONS <br />Present: Penny Rich, Orange County Commissioner, Vice Chair; Commissioner <br />Barry Jacobs, Orange County Commissioner; Bonnie Hammersley, Orange <br />County Manager; Travis Myren, Orange County Deputy Manager; Chuck <br />Edwards, NCDOT District Engineer; Pat Wilson, NCDOT Project Delivery <br />Engineer; Craig Benedict, Orange County Planning Director; Tom Altieri, Orange <br />County Comprehensive Planning Supervisor; Abigaile Pittman, Orange County <br />Land Use /Transportation Planner; Nish Trivedi, Orange County Transportation <br />Planner; Theo Letman, Orange County Public Transit Director; David Stancil, <br />Orange County DEAPR Director; Margaret Hauth, Town of Hillsborough Planning <br />Director /Assistant Town Manager; Tom Stevens, Town of Hillsborough Mayor; <br />and Brian Lowen, Hillsborough Town Commissioner. <br />Commissioner Penny Rich, Vice Chair welcomed all and introductions were <br />made. <br />Penny Rich asked if there were any additions to the agenda. She added a <br />question from Commissioner Mark Marcoplos regarding the new NC 86 bridge <br />over 1 -85; and a discussion about communications with the southern part of the <br />County (Chapel Hill and Carrboro). <br />RIGHT -OF -WAY TOPICS <br />a) Public right -of -way dedication of Strouds Creek Road at Pathways <br />Elementary (New Issue) (Chuck Edwards, Craig Benedict) <br />Chuck Edwards stated that the road is only served by an easement, not right - <br />of -way. The solution was to have the owner of the property sign a right -of- <br />way agreement with NCDOT. When this agreement is recorded NCDOT can <br />move forward with the road to serve Pathways Elementary. <br />Craig Benedict noted that the right -of -way dedication is needed for the road <br />and the school. The present easement situation preceded the subdivision <br />construction.
