ORANGE COUNTY <br />ORANGE UNIFIED TRANSPORTATION BOARD <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: January 17, 2018 <br />Action Agenda <br />Item No. 7.h. <br />SUBJECT: Orange Grove Road Bridge Fencing <br />DEPARTMENT: Planning and Inspections <br />ATTACHMENT(S): INFORMATION CONTACT: (919) <br />Abigaile Pittman, Transportation /Land <br />Use Planner, 919 - 245 -2567 <br />PURPOSE: <br />Receive an update on the Orange Grove Road Bridge Fencing Project from Orange County <br />Planning staff and provide any input that the Board might have for internal Staff consideration. <br />BACKGROUND: The bridge on Orange Grove Road over 1 -40 provides the only access <br />between the Patriot's Pointe apartment complex and a nearby mobile home park and two <br />schools, the Grady Brown Elementary School and the Cedar Ridge High School. Originally <br />designed only for automobile traffic, the bridge is consistently used by pedestrians to access the <br />schools despite the dangerous conditions for walking along the roadway. Orange County <br />submitted a project to the NCDOT SPOT P3.0 prioritization process to construct a pedestrian <br />bridge at this location, though issues with local match, local project administration, maintenance <br />costs, liability, and a lack of receiving sidewalks at either end of the bridge rendered the project <br />untenable. In the current SPOT 5.0 process, Orange County submitted two projects at this <br />location, one pedestrian bridge and one highway widening project with sidewalks and bike <br />lanes. In the interim, however, Orange County Transportation Planning staff requested that <br />NCDOT install a fence along the 1 -40 bridge to prevent people from falling off the bridge as well <br />as to prevent people from dropping items onto the highway. NCDOT found funding to install a <br />fence at this location, and the contract for the project was awarded on December 13, 2017. The <br />project is supposed to begin in January 2018 and be completed by April 2018. <br />FINANCIAL IMPACT: There is no immediate financial impact associated with this item. <br />RECOMMENDATION(S): Staff recommends that the OUTBoard: <br />1. Receive an update; and <br />2. Discuss as appropriate and provide any input that the Board might have for internal Staff <br />consideration <br />MID <br />
