3 <br />RECOMMENDATION(S): <br />Manager -The Manager recommends that the Board authorize staff to prepare a contract with <br />the Dispute Settlement Center (DSC) that incorporates the scope of work outlined under the <br />"Cast and Contracting" section of the proposal, and authorize the Chair to sign the contract. <br />Planning Board - At the November 15, 2006 Special Planning Board Meeting, the Board <br />recommended, by 6:1 vote (7 of 12 in attendance), to use a process facilitator during the <br />Comprehensive Plan update process and that the Dispute Settlement Center (DSC), Inc. was <br />the facilitator of choice. In general, the reasons stated for the dissenting vote were a <br />preference to use one consulting firm to serve both facilitative and synthesizing functions to <br />possibly contribute to the acceleration and coordination of the new timetable and that other firms <br />should be considered for both process and facilitation services. Minutes of the November 15, <br />2006 Special Planning Board Meeting will be available later in December. <br />
