2 <br />Elementary School, Churton Grove, and sizable areas around Waterstone and <br />Cornwallis Hills. <br />Substantial changes here; following adoption of Plan and new interlocal agreement, <br />Town will assume day-to-day administration of zoning and sub-division activity. <br />Land Use Plan amendments and/or zoning changes require joint or separate public <br />hearings and County approval. County has detailed courtesy review of projects in area. <br />4. Orange County Urbanizing: Composed primarily 10 and 20 Year Transition and EDD <br />on the outer edge of Hillsborough Urbanizing. <br />County is in charge of day-to-day administration of zoning and sub-division activity. <br />Plan amendments require joint public hearing and approval of Town. <br />Zoning is responsibility of County, but must be consistent with Plan. <br />Town has detailed courtesy review of projects. <br />Outer boundary of this area will be annexation boundary and the Water and Sewer <br />Management, Planning and Boundary Agreement (WSMPBA) will be amended to include <br />this area plus areas 1, 2, and 3 in Hillsborough Primary Service Area. <br />5. Central Orange Rural Buffer: Composed of areas currently identified as Agricultural <br />Residential and Rural Residential in the Land Use Element bordering Orange County <br />Urbanizing. <br />County is in charge of day-to-day administration of zoning and subdivision activity and <br />plan and zoning changes. <br />Area presently has a series of 'greenbelt' uses and is to remain rural low-density with no <br />extension of urban services and no annexation. Portions of this area will be redefined in <br />WSMPBA as Hillsborough Long-Term Interest Area meaning public water and sewer <br />service only for public health emergencies. Town, has basic courtesy review. <br />The areas are identified on the attached map and described in detail in the accompanying table. <br />If the above jurisdictional recommendations are approved, Phase Two of the Plan will involve <br />specific land use and density recommendations for areas 3, 4, and 5 as well as an Interlocal <br />Agreement and modified WSMPBA and will be considered at a future quarterly public hearing, <br />perhaps as early as February 26, 2007. <br />FINANCIAL IMPACT: No County financial impact at. this time with human resources being <br />from existing Planning Department staff and consultant services covered by budgeted funds. <br />RECOMMENDATION(S): The Administration recommends that the proposed Phase One <br />recommendations be referred to the Planning Board for a recommendation to be returned to the <br />County Board.of Commissioners no sooner than December 12, 2006. <br />Planning Div'(AFNIP%2'.U) Public Heariq•s',Nor 20 <br />
