Agenda Items / Notes (October 14, 2015) <br />Call to order <br />Chair Rich called the meeting to order at 5:35 PM <br />2. Introductions <br />Introduction of members and staff <br />3. Introduction of Matt Whitlow / Recreation Resources Service (RRS) <br />• Matt is the Regional Recreation Consultant for the Central West Region; which includes Orange County <br />(He recently joined RRS this past summer) <br />• He can be reached at mbwhitlo @ncsu.edu 919 - 513 -6145 <br />• RRS concentrates on four types of services: technical assistance, field administration for the Land & Water <br />Conservation Fund and the Park & Recreation Trust Fund, applied research and continuing education <br />• The Parks and Recreation Trust Fund (PARTF) applications are due this year no later than May 2nd, 2016 <br />• PARTF funds are up from recent years to an estimated 7.2 Million available for local government grants <br />• The Land and Water Conservation Fund has an estimated 1.0 Million for local government grants <br />4. Update: Phase II Parks Locator Map / Orange County Staff <br />• Staff met earlier today <br />• There will be two separate groups working on the development <br />• Administrators — Orange County / Chris Dwindell (Tax Dept. Lead), Marabeth Carr, Rich Shaw and Beth <br />Young from DEAPR; Town of Hillsborough / Stephaine Trueblood; Town of Carrboro / Wendell Rodgers; <br />Town of Chapel Hill / Bill Webster <br />• GIS Data Group — Orange County / Chris Dwindell and a designee from each jurisdiction to be determined at <br />next GIS User Group meeting <br />• Separate map from Parks Locator <br />• Map will include identifying items such as- Type of Trail (urban or wooded); Trail System (which municipality); <br />Trail Name; Maintainer; Surface; Length; ADA Assessable; Restroom; Parking; If biking permitted; If a <br />segment of the Mountain To Sea system <br />5. Discussion Item: PowerPoint on Disc Golf Facilities / Madan Gopal; Elaine King and Andy Kloiber <br />(Elaine King is a four -time Women's World Champion) <br />• Rules and play similar to ball golf; Tee, approach, Complete each hole in as few throws as possible <br />• Disc golf uses different equipment — Discs and Baskets <br />• Hole length - Feet not yards <br />• Benefits - Social - Disc golf offers park guests a fun, exciting way to exercise with friends and family; Economical - <br />Disc golf equipment is surprisingly inexpensive to install and maintain; Tourism - A well designed course draws <br />disc golfers and their wallets form all over. <br />• Typical Costs for 18 Holes: Baskets - $5,400; Tee Pads $200 - $8,000; Signage $500 - $1,500; Design $0- $10,000 <br />• Can be constructed with volunteers <br />• Charlotte area has many courses- this area has very few; all are in the southern part of Orange County <br />• Parks and Rec Board in Hillsborough interested, but don't have enough space for 18 holes. Kings Highway a <br />possibility but can only accommodate 9 holes <br />• A destination type of course is what is needed <br />• Moving baskets is a way to minimize environmental impact <br />• Standard is 1 to 1.5 acres per hole <br />6.
