Agenda Items / Notes (April 13, 2016) <br />Call to order <br />Chair Pelissier called the meeting to order at 5:35 PM <br />2. Introductions <br />Introduction of members and staff <br />3. Presentation / Brumley Forest Nature Preserve / Matt Rutledge and Bo Howes TLC <br />• Brumley Forest Nature Preserve is located in western Orange County, approximately 2 miles southeast of the <br />town of Hillsborough. <br />• In the 1990's, a subdivision was planned for a section of the property off of New Hope Church Road. <br />• George and Julia Brumley were passionate about land conservation and purchased the land to manage it for <br />conservation. <br />• After the Brumleys' unfortunate passing, the Zeist Foundation sold the property in 2010 to Triangle Land <br />Conservancy for 4 million dollars (well below its appraised value of 12 million). Brumley was purchased with the <br />help of the Clean Water Management Trust Fund, the Warner Foundation, City of Raleigh, Upper Neuse Clean <br />Water Initiative, and the Pearson Steward Land Opportunity Fund established through TLC's Our Water, Our <br />Land campaign. <br />• The Comprehensive Management Plan estimates the minimum amount of funding needed to open Brumley to the <br />public at $1.8 million. This includes the forest restoration and management activities described above as well as <br />ongoing costs and the need for an endowment to fund necessary stewardship in perpetuity. <br />• Approximate costs include $160,000 for trail building, $34,000 for new infrastructure like bridges and a parking lot, <br />$50,000 for infrastructure stabilization, $4,000 for ecological restoration (tree planting), and $2,000 a year for <br />prescribed burns and invasive control. The thinning activities will pay for themselves and any extra income will be <br />dedicated to other stewardship activities at Brumley. <br />• TLC plans to open Brumley Forest Nature Preserve for public access later this year. Will not be gated open from <br />dawn to dusk. <br />4. Update / Joint Parks & Recreation Board Meeting / Dave Stancil <br />• Joint meetings with all Parks & Recreation Boards within Orange County are held every two years; with each <br />jurisdiction rotating hosting the event <br />• March 2nd, 2016 - Orange County hosted at the Whitted Center in Hillsborough <br />(See Attachment 1 - Meeting minutes for the 3/2/16 meeting at end of IPWG notes) <br />5. Update: Trails & Greenway Map / Orange County Staff <br />• Ongoing <br />• Orange County has hosted four meetings <br />• GIS Data Group — Orange County / Chris Dwindell and a designee from each jurisdiction to be determined at <br />next GIS User Group meeting <br />6. Update: Mountains to Sea Trail / Dave Stancil <br />• An open information session is planned for Thursday April 21 st, 2016 at the Cane Creek Activity Center from 7:00 <br />9:OOpm (See attachment 2 — Invitation letter at the end of IPWG notes) <br />• Meetings purpose <br />• Provide information about the MTS; what it is (and is not) <br />• Where it exists in the state <br />• The statewide MTS Master Plan <br />• The Orange County roll in the MTS <br />• What state parks and others are being asked to accomplish with this project <br />7. Director Reports /Updates <br />A. Town of Hillsborough — Stephanie Trueblood - Hillsborough Planning <br />• Riverwalk — Pat Doughty Sculpture <br />• Cates Creek — Multi- purpose field; playground and restroom open <br />• Parks and Rec Board — Completed Master Plan for Kings Highway Park — include a forest management <br />plan and improved parking <br />• Next- Update Connectivity Plan — goal to connect every neighborhood <br />
