Federal Natural Resource Agency Adaptation Plans <br />H.R. 2454 mandates that within a year after bill passage the federal agencies represented on the Natural <br />Resources Climate Adaptation Panel complete an adaptation plan to implement the Natural Resources <br />Climate Adaptation Strategy within their agency. These plans are requires to include the following elements: <br />Detailed methods for incorporating climate change and ocean acidification strategies into <br />conservation and natural resource management activities carried out by Federal agencies <br />to ensure consistency across jurisdictions and resources <br />2. Plans must establish programs for assessing the current and future impacts of climate <br />change and ocean acidification on natural resources managed by the agency and develop <br />programs to monitor natural resources that are likely to be adversely affected by climate <br />change <br />Plans must identify and prioritize strategies and conservation actions to address the <br />current and future impacts of climate change on ocean acidification on natural resources. <br />4. Describe the integration of these strategies into plans, programs, actitivites, and actions <br />of the department or agency. <br />Establish methods to assess the effectiveness of strategies taken to protect, restore and <br />conserve natural resources, and respond to new information and changing conditions. <br />Address opportunities and mechanisms to facilitate coordination and cooperation among <br />federal agencies, state and local governments, tribes and non - government stakeholders <br />Include guidance on how managers are expected to address the effects of climate <br />change and ocean acidification, how they will obtain site - specific information to inform <br />management, reflect best practices shared among agencies, and identify and assess data <br />and information gaps. <br />Upon approval, plans are to be implemented throughout the agency. Although climate change legislation has <br />yet to pass in the Senate, a number of federal agencies have moved forward with national adaptation efforts. <br />Both the USFWS ( http: / /www.fws.yov /nfwcas.html) and the Council on Environmental Quality Adaptation <br />Task Force (http: / /www.whitehouse.Vov/ administration /eop /ceq /initiatives /adaptation) are developing <br />collaborative, multi- sector frameworks for adapting to climate change. <br />Appendix E 207 <br />
