Resource managers are often faced with making deci-
<br />sions about dynamic ecological systems with signifi-
<br />cant uncertainty about what the outcome will be of
<br />implementing management actions. Management
<br />decisions often include multiple or competing objec-
<br />tives, predictions of system response, risk analysis,
<br />identification of alternative actions, and uncertainty.
<br />Adaptive management offers a structured and disci-
<br />plined approach to these complex wildlife manage-
<br />ment decisions. This approach to managing natural
<br />resources can be traced back to the work of Holling
<br />(1978) and Walters (1986), but is rarely implement-
<br />ed under the operational definition provided by the
<br />DOI technical guide:
