Resolution in Opposition To Offshore Exploration, Drilling Activities and Seismic 12 Blast Activities Off the Coast of North Carolina 13 The Board considered voting to approve a Resolution, which is incorporated by 14 reference, in Opposition To Offshore Exploration, Drilling Activities and Seismic Blast Activities 15 Off the Coast of North Carolina and authorize the Chair to sign. 16 17 Commissioner Price said this is an important resolution, even though similar resolutions 18 have been passed in previous years. She said she would like to have this resolution sent to the 19 organizations that are mentioned in the resolution, as well as to all other counties in North 20 Carolina. 21 Commissioner Jacobs said that he wanted to highlight this resolution, and heard 22 yesterday that 70 scientists have written a letter to the Department of the Interior, objecting to 23 the seismic testing because it is so harmful to marine mammals, and its consequences are 24 unknown. 25 26 A motion was made by Commissioner Price, seconded by Commissioner Jacobs to 27 approve a Resolution in Opposition To Offshore Exploration, Drilling Activities and Seismic 28 Blast Activities Off the Coast of North Carolina and authorized the Chair to sign. 29 30 VOTE: UNANIMOUS 31 32 a. Minutes 33 The Board approved the minutes from January 26 and 30, 2018 as submitted by the Clerk to 34 the Board. 35 b. Fiscal Year 2017 -18 Budget Amendment #6 36 The Board approved budget and grant project ordinance amendments for fiscal year 2017 -18 37 for the Department on Aging, and Animal Services. 38 c. Application for North Carolina Education Lottery Proceeds for Chapel Hill — Carrboro 39 City Schools (CHCCS) and Contingent Approval of Budget Amendment # 6 -A Related 40 to CHCCS Capital Project Ordinances 41 The Board approved an application to the North Carolina Department of Public Instruction 42 (NCDPI) to release proceeds from the NC Education Lottery account related to FY 2017 -18 43 debt service payments for Chapel Hill — Carrboro City Schools (CHCCS), and approved Budget 44 Amendment #6 -A (amended School Capital Project Ordinances), contingent on the NCDPI's 45 approval of the application and authorize the Chair to sign. 46 d. ADDroval of 1.0 FTE Time - Limited Erosion Control Officer I Position and Budaet 47 Amendment # 6 -13 48 The Board approved the creation of a 1.0 full -time equivalent (FTE) time - limited position to 49 address the work load of a multi -year Erosion Control and Sedimentation Control project and 50 approve Budget Amendment #6 -B.
