Resolution in Opposition To Offshore Exploration, Drilling Activities and Seismic <br />12 Blast Activities Off the Coast of North Carolina <br />13 The Board considered voting to approve a Resolution, which is incorporated by <br />14 reference, in Opposition To Offshore Exploration, Drilling Activities and Seismic Blast Activities <br />15 Off the Coast of North Carolina and authorize the Chair to sign. <br />16 <br />17 Commissioner Price said this is an important resolution, even though similar resolutions <br />18 have been passed in previous years. She said she would like to have this resolution sent to the <br />19 organizations that are mentioned in the resolution, as well as to all other counties in North <br />20 Carolina. <br />21 Commissioner Jacobs said that he wanted to highlight this resolution, and heard <br />22 yesterday that 70 scientists have written a letter to the Department of the Interior, objecting to <br />23 the seismic testing because it is so harmful to marine mammals, and its consequences are <br />24 unknown. <br />25 <br />26 A motion was made by Commissioner Price, seconded by Commissioner Jacobs to <br />27 approve a Resolution in Opposition To Offshore Exploration, Drilling Activities and Seismic <br />28 Blast Activities Off the Coast of North Carolina and authorized the Chair to sign. <br />29 <br />30 VOTE: UNANIMOUS <br />31 <br />32 a. Minutes <br />33 The Board approved the minutes from January 26 and 30, 2018 as submitted by the Clerk to <br />34 the Board. <br />35 b. Fiscal Year 2017 -18 Budget Amendment #6 <br />36 The Board approved budget and grant project ordinance amendments for fiscal year 2017 -18 <br />37 for the Department on Aging, and Animal Services. <br />38 c. Application for North Carolina Education Lottery Proceeds for Chapel Hill — Carrboro <br />39 City Schools (CHCCS) and Contingent Approval of Budget Amendment # 6 -A Related <br />40 to CHCCS Capital Project Ordinances <br />41 The Board approved an application to the North Carolina Department of Public Instruction <br />42 (NCDPI) to release proceeds from the NC Education Lottery account related to FY 2017 -18 <br />43 debt service payments for Chapel Hill — Carrboro City Schools (CHCCS), and approved Budget <br />44 Amendment #6 -A (amended School Capital Project Ordinances), contingent on the NCDPI's <br />45 approval of the application and authorize the Chair to sign. <br />46 d. ADDroval of 1.0 FTE Time - Limited Erosion Control Officer I Position and Budaet <br />47 Amendment # 6 -13 <br />48 The Board approved the creation of a 1.0 full -time equivalent (FTE) time - limited position to <br />49 address the work load of a multi -year Erosion Control and Sedimentation Control project and <br />50 approve Budget Amendment #6 -B. <br />
