Bonnie Hammersley said to Commissioner Price and Commissioner Jacobs that one of the reasons this item was brought forward tonight is get the Board's input, and staff is fully aware of what they need to do with the neighborhoods. She said a community meeting should be held going forward, as well as using the report from the Jackson Center. Chair Dorosin said the community has expressed concern about the traffic being dumped on Purefoy Road, and the importance of having other access points to Eubanks Road. He said part of the goal in adding this to the agenda is to keep the discussion moving forward. He said the maps are misleading as to what can be developed, and the idea of having this natural corridor, and recognizing that the SW corner of the current headwaters preserve is good developable land. Chair Dorosin said this is the greatest potential for the Board to create affordable housing, and he sees Orange County as the driver of this process. He said, preliminarily, he supports the medium or larger amount of developable area, to create the maximum number of options. Commissioner Marcoplos asked if there is a timeline for this project. Chair Dorosin said there is not a particular timeline, so Orange County can drive the timeline. He suggested scheduling the walk about as soon as possible. Commissioner Marcoplos asked if all of the governments will do the walkabout. Chair Dorosin said yes. He said there is an urgency to proceed, and part of the community's concern is if anything is ever going to happen. Commissioner Rich said the Manager's recommendation calls for feedback from the Towns by May 1, 2018. She said a walk through should happen soon, in order to comply with this recommended date. Commissioner Jacobs said staff does not need a surveyor to come to the property. He said there have been several problems with the Greene Tract over time: one jurisdiction did not want to pay for its part; the recession in 2008; and there was a lot of objection to mixed use in the early 2000s. He said those who were advocates for affordable housing rotated off of boards, and the momentum slowed. Commissioner McKee said whichever alternative is chosen, he would suggest starting with the most developable property, while maintaining the best preservation corridor. He said there is no requirement that all of the property be developed, and it is easier to start with a high level and work down, than to start at a low level and work up. Commissioner Burroughs said it makes sense to look at the headwaters modified, as the corridor is in all three options. She agreed with Commissioner McKee's point of starting high and working down, if necessary. Commissioner Jacobs agreed with Commissioner McKee, and said to preserve as much of the significant natural areas as possible, and then go with the highly developable areas. Chair Dorosin said it sounds like there is consensus to: • Modify the headwaters preserve, with the goal of creating, or protecting, the natural north -south corridor, with the exact boundaries to be determined; • Begin with the highest developable areas; • Keep to the timeline established of May 1, and communicate this to the Towns; • Set up the walking tour as soon as possible; • Have a community -wide meeting, presenting that which has been learned, between the walking tour and May 1. Commissioner Rich asked if Carrboro is still engaged in this project.
