He said CHCCS are just a pass <br />through for the charter school funding. <br />Chair Dorosin asked if Orange County is also giving this money back to CHCCS. <br />Todd LoFrese said it is included in the total student billing base number. He said <br />CHCCS started with the projected enrollment of 12,239, and added the 162 charter students to <br />that number. He said the out of districts students are backed out of that number, which leaves <br />a total student - billing base of 12,160 students. <br />Chair Dorosin said these 162 students are budgeted as part of the total student <br />enrollment; their per pupil is sent to the charter schools, and then Orange County gives CHCCS <br />this money again to replace this. He said Orange County holds CHCCS harmless under the <br />current model, and Orange County is paying CHCCS as if the charter students are there. He <br />said this is a fairly extraordinary thing for a County to do. <br />Commissioner Price asked if the charter school students are only those who live in <br />Orange County. <br />Todd LoFrese said only the ones that live in the CHCCS district. <br />Chair Dorosin said it does not matter where the students attend a charter school, as the <br />money follows the students. <br />Commissioner Price asked if the process would be the same if the charter school were <br />within the CHCCS district <br />Todd LoFrese said PACE Academy used to reside within CHCCS, and not only did <br />CHCCS have to provide the per pupil from the County, but also had to provide the proportionate <br />amount for the special district tax. <br />Commissioner Price asked what would happen if there was a student from Durham <br />County who attended PACE academy. <br />Todd LoFrese this student would not be calculated in CHCCS numbers. <br />Todd LoFrese continued to review page 3. <br />Chair Dorosin asked if tuition is from out of district students coming into CHCCS. <br />Todd LoFrese said yes. <br />Chair Dorosin asked if there is a policy for setting this tuition number. <br />Todd LoFrese said it is a CHCCS Board policy. <br />Chair Dorosin asked if the only way one can attend CHCCS schools from out of district <br />is by being a child of an employee. <br />Todd LoFrese said yes. <br />Commissioner Marcoplos asked if the cost for paying for custodians in house is known. <br />
