21 <br />1 This local government will participate in NCHIP effective July 1, 2018, only if the <br />2 following conditions are satisfied no later than May 31, 2018: <br />3 (A) NCHIP is properly formed under the laws of the State of North Carolina and the <br />4 provisions of the Local Government Risk Pool Act and a board of trustees <br />5 meeting the requirements of N.C.G.S. § 58 -23 -10 is properly empaneled. <br />6 (B) The board of trustees of NCHIP adopts bylaws and /or a form of agreement or <br />7 contract that meets the requirements of N.C.G.S. § 58 -23 -15 and other <br />8 applicable provisions of the Local Government Risk Pool Act. <br />9 (C) The NCHIP risk pool includes commitments for participation on July 1, 2018, <br />10 from local governments that together will consist of no fewer than two thousand <br />11 five hundred (2,500) lives in the risk pool. <br />12 The terms and conditions of membership in NCHIP will be such terms and conditions as are <br />13 imposed by the board of trustees of NCHIP in the acceptance motion, and the contractual <br />14 obligations under the terms of the contract and by -laws of NCHIP as such document is adopted <br />15 by the board of trustees of NCHIP and as it may be amended in accordance with its terms. <br />16 If, on May 31, 2018, all of the conditions identified herein are satisfied, then, in <br />17 accordance with N.C.G.S. § 58- 23 -5(e), County Manager of this local government, or such <br />18 other officer, as shall be authorized, is directed to give notice (or cause notice to be given) to <br />19 the North Carolina Commissioner of Insurance no later than June 1, 2018, in a form prescribed <br />20 by the Commissioner that this local government intends to participate in NCHIP as of July 1, <br />21 2018. <br />22 If, on May 31, 2018, all of the conditions identified herein are satisfied, then, the County <br />23 Manager of this local government, or such other officer, as shall be authorized, is directed to <br />24 execute, after review and approval by the County Attorney or his designee, any documents <br />25 necessary to complete the membership of the local government in NCHIP. <br />26 This Resolution shall be in full force and effect upon its passage, approval and <br />27 publication in pamphlet form, if required by law. <br />28 PASSED this 6th day of February, 2018. <br />29 <br />30 VOTE: UNANIMOUS <br />31 <br />32 Commissioner Rich said this is the first time in 6 years that she has voted in favor of the <br />33 County's health care plan, as it is not associated with the American Legislative Exchange <br />34 Council (ALEC). <br />35 Commissioner McKee said to bring this item back in a year, in order to review the <br />36 financials. <br />37 <br />38 c. Recommendations for Employee Health Insurance and Other Benefits <br />39 The Board considered approving the Manager's recommendations regarding employee <br />40 health and dental insurance and other employee benefits effective July 1, 2018 through June <br />41 30, 2019. The Manager is recommending no increase in premium equivalent for employees or <br />42 participating pre -65 retirees for FY2018/2019. All other health benefits, co -pays, co- insurance <br />43 and deductibles will remain the same. <br />44 Brenda Bartholomew reviewed the following information and PowerPoint presentation: <br />45 <br />46 <br />47 BACKGROUND: The County provides employees with a comprehensive benefits plan, <br />48 including health, dental and life insurance, an employee assistance program, flexible <br />49 compensation plan and paid leave for permanent employees. Additionally, the County <br />
