Chair Dorosin asked the applicant to make their presentation on the application. Brian Quinlan: Brian Quinlan, and I have been duly sworn in. We have got a packet of information; a lot of it is similar to what you've already got from the County. There is a presentation in the back that I can go through. I didn't want to take too much time, since everyone has seen it, but it really just goes through three findings of fact: the project maintains /enhances public safety; the projects maintains /enhances adjoining property values; and the project is in harmony with the area, and in compliance with the County plan. It provides significant detail around why we feel that this is the case, and the County and the Planning Board have been in concurrence with that. If you want me to go through it I can. It's really up to you guys. Chair Dorosin: What is the will of the Board? Do we want to hear the presentation, or just see if we have any questions? I just want to know that we are saying that this is being submitted to be put in to the record, as part of the record of the hearing. The Oakwood Solar Farm binder will be part of the record. Are there any specific questions for the Applicant? There were no questions. Brian Quinlan submitted the Oakwood Solar Farm LLS SUP Binder Table of Contents into the record. Through consensus the Board entered Mr. Quinlan's document into the record as requested. Chair Dorosin asked if there are any other individuals intending to provide testimony and evidence on the project. There were none Chair Dorosin asked staff to review the recommending findings for the project (Attachment 4 beginning on page 141 of Item 5 -A of the February 6, 2018 BOCC meeting packet). Patrick Mallett: I think what I will do is go through these in groupings. Basically the findings of fact are grouped into basic categories. You have your basic findings of fact, which start on Attachment 9, on page 220. The items in the green document are that they have met the requirements of our ordinance, state law, etc. And then the items in orange are the legal advertisements required by our ordinance and state law. That's on page 221. The specific standards, which are required for this type of issuance of the SUP: waste disposal safety, vehicular access, on page 222. Then you have your standards of evaluation, which run through page 223. 1 believe that you can have a consideration and a motion to affirm those findings. And then on the last page, those are the ones with each special use permit, our recommendation that you will or will not approve or deny each one of those, and make those three separate recommendations.
