He said many projected students are not attending traditional public <br />schools, and he asked if there is a way to address this issue of class size and predict the <br />necessary number of classes, all the while not knowing if students will actually enroll. He said it <br />is unclear to know whether or not to build classrooms. <br />Dr. Todd Wirt said OCS is analyzing the building capacity of the two largest charter <br />schools have, and how much capacity those schools have left. He said OCS has a working <br />relationship with the Charter Schools. <br />Commissioner Jacobs said maybe staff from the County, OCS, and CHCCS need to <br />meet and have a reality check, as the federal tax changes will likely kick in next year. He said if <br />people are encouraged to go to private or charter schools, it is difficult to know how to project <br />numbers for the public schools. <br />Commissioner McKee said he is glad to hear that there is communication with the <br />charter schools. <br />5. Class A Special Use Permit — Solar Array off US Highway 70 in Cheeks Township <br />The Board held a public hearing, review, and make a determination on a Class A <br />Special Use Permit (hereafter `SUP') application proposing the development of a solar array in <br />accordance with Section 2.7 Special Use Permits and Section 5.9.6 (C) Solar Array - Public <br />Utility of the Orange County Unified Development Ordinance (UDO). <br />SCRIPT FOR ACTING ON CLASS A SPECIAL USE PERMIT SOLAR APPLICATION — <br />FEBRUARY 6, 2018 PUBLIC HEARING: <br />Chair Dorosin informed all present the next item on the agenda was 5(A) a quasi judicial <br />public hearing to review a Class A Special Use Permit application seeking to develop a <br />solar array /public utility station on a 52 acre parcel of property further identified utilizing PIN <br />9835 -02 -9137, which is accessed via an easement from 6519 U.S. Highway 70 West within <br />the Cheeks Township. <br />The purpose of this hearing will be to gather evidence to determine whether the ordinance's <br />standards have been met. The Board must base its decision with respect to the approval or <br />denial on the application solely on the competent, material and substantive evidence <br />presented during the hearing. The Board must exclude from consideration both their <br />personal and the public's opinions with respect to the disposition of this request. <br />Chair Dorosin declared the public hearing open and asked all parties intending to offer <br />testimony and /or evidence to come forward and be sworn by the Clerk. <br />The Deputy Clerk administered the oath indicating that the testimony the individual is <br />about to give is the truth, the whole, truth, and noting but the truth to their knowledge. <br />Any individual offering testimony (i.e. staff, the applicant, members of the public, <br />Planning Board, etc.) has to be sworn. <br />
