(For full text of SL 2015 -286, see <br />Attachment 5.) <br />Michael Harvey has reviewed this memorandum in advance of finalization, as it touches <br />upon ordinances enforced by Current Planning. I have incorporated his one comment. <br />1. The Environmental Review Commission (EMC) is required to study "open and <br />fair competition with respect to materials used in wastewater, stormwater, and <br />other water projects "; whether to require public entities to consider all acceptable <br />piping materials before determining which piping material should be used in the <br />constructing, developing, financing, maintaining, rebuilding, improving, repairing, <br />procuring, or operating of a water, wastewater, or stormwater drainage project. <br />Recommendations are due to the 2016 Regular Session of the 2015 General <br />Assembly, which starts April 25, 2016. <br />The outcome of this provision cannot be determined at this point in time.
