B. Storm Water Management (Applicable for new construction and retrofitting <br />existing facilities) <br />1. Recognize the value of storm water detention on site to reduce the amount <br />sent to the storm sewer and streams <br />2. Restore and create wetlands where appropriate for increased flood control <br />and to enhance water quality <br />3. Reduce pollution by treating storm water through the use of bioswales, storm <br />water planters, rain gardens, ecoroofs, or other effective storm water <br />retention measures <br />4. Disconnect impervious surfaces from draining directly into surface waters, <br />wherever feasible <br />5. Reduce impervious surfaces with porous concrete, porous asphalt, <br />permeable pavers or other effective storm water retention measures <br />6. Encourage the use of cisterns in design for new construction projects <br />7. Use low- impact design techniques to help treat pollution opportunities at their <br />source <br />C. Maintenance <br />1. Use native plants <br />2. Avoid invasive species <br />3. Reduce pruning needs by allowing plants to realize their natural forms and <br />providing enough room for growth <br />4. Minimize the amount of grass lawn by using ground covers that require little <br />or no irrigation, water use and mowing <br />5. Use organic mulch (from a local source) to retain water and suppress weeds <br />6. Use organic fertilizers and compost <br />7. Use pesticides and herbicides (no stronger than directed) only when no other <br />alternative exists <br />8. Consider using integrated pest management practices — utilizing materials of <br />natural origin such as plant oils (e.g., rosemary, wintergreen) or boric acid <br />D. Social Capital <br />1. Provide accessibility to buildings and facilities by individuals with disabilities <br />under the Americans with Disabilities Act (ADA) of 1990 <br />2. Consider opportunities to include social gathering spaces <br />3. Incorporate interpretive signage that speaks of site history and sustainable <br />design principles <br />4. Provide bicycle and pedestrian linkages to other facilities <br />5. Plan for the inclusion of public art <br />6. Consider the affects of landscaping on crime prevention <br />E. Waste Reduction <br />1. Provide recycling bins for park users <br />2. Create on -site composting areas <br />3. Use products and materials that are durable and can be reused or recycled <br />II. Implementation: <br />The Department of Environment, Agriculture, Parks and Recreation (DEAPR) shall <br />use these guidelines to develop landscape plans for each County -owned property <br />within its purview. Each plan should consider comprehensive pest management <br />alternatives consistent with the applicable guidelines provided in Section LC of this <br />policy. <br />2 <br />
