The remainder of this section is <br />effective when it becomes law. <br />STUDY FLOOD ELEVATIONS AND BUILDING HEIGHT REQUIREMENTS <br />SECTION 3.5. The Department of Insurance, the Building Code Council, and the <br />Coastal Resources Commission shall jointly study how flood elevations and building heights <br />for structures are established and measured in the coastal region of the State. The Department, <br />Council, and Commission shall specifically consider how flood elevations and coastal building <br />height requirements affect flood insurance rates and how height calculation methods might be <br />made more consistent and uniform in order to provide flood insurance rate relief. In conducting <br />this study, the Department, Council, and Commission shall engage a broad group of <br />stakeholders, including property owners, local governments, and representatives of the <br />development industry. No later than January 1, 2016, the Department, Council, and <br />Commission shall jointly submit the results of their study, including any legislative <br />recommendations, to the 2015 General Assembly. <br />PART IV. SEVERABILITY CLAUSE AND EFFECTIVE DATE <br />SECTION 41. If any section or provision of this act is declared unconstitutional or <br />invalid by the courts, it does not affect the validity of this act as a whole or any part other than <br />the part declared to be unconstitutional or invalid. <br />SECTION 4.2.
