DRAFT <br />CHARGE TO AND COMPOSITION OF ORANGE COUNTY <br />TETHERING COMMITTEE <br />OCTOBER 2006 <br />At the request of the Animal Services Advisory Board, and upon recommendation of.the County <br />Manager, the Commissioners are creating a committee to aid in the determination of whether <br />there should be change in the County's animal ordinances as these apply to the tethering or <br />chaining of animals such as dogs. <br />The composition of the committee is as follows: <br />• Two representatives of the Animal Services Advisary Board chosen by that Board. <br />• A law enforcement representative. <br />• An expert in the area of animal behavior. <br />• An expert in the area of animal health and wellness. <br />• An advocate for the restriction of tethering. <br />• An advocate for tethering. <br />• Three at-large representatives (for BOCC consideration) <br />The charge for the committee follows: <br />• To compile in a presentable form pertinent information on tethering and/or chaining as a <br />means of confinement for animals such as dogs, including activities and efforts pursued <br />by other communities. <br />• To obtain general public comment on .any possible ordinance amendments from across- <br />section of the community through suitable mechanisms such as community hearings or <br />facilitated focus groups. <br />• To recommend to the Animal Services Advisory Board any appropriate or desirable <br />ordinance changes with the understanding that the ASAB will itself make any final <br />recommendations to the Board of County Commissioners. <br />
