West Ten Soccer Center - <br />Analysis of Estimated <br />Development Costs <br />PURPOSE: To consider options for completion of West Ten Soccer Center. <br />BACKGROUND: In 2005, the Board of County Commissioners approved the master site plan <br />for development of the West Ten Soccer Center located adjacent to Orange County Schools <br />Gravelly Hill Middle School on West Ten Road in Mebane. The master plan, prepared by Corley <br />Redfoot Zack (CRZ) architects, included development of five full size soccer fields along with <br />one smaller soccer/multi-purpose field. In August 2006, CRZ provided a cost estimate for full <br />development of the Center that ranged from. $2.5 to $3 million including lighting, irrigation, <br />parking, playing surfaces, building and furnishings, goals, bleachers, benches, scoreboard and <br />start-up maintenance equipment. <br />To date, the Board has approved $1,350,000 from 2001 voter approved Soccer Superfund <br />bonds plus $350,000 from the 2004 Two-thirds Net Debt Reduction Bonds for a total of $1.7 <br />million to fund the project. Of the approved funds -for the project, the County has. expended <br />about $967,000 to purchase the land, prepare the master plan and complete some pre-grading <br />development work, leaving an available balance of $733,000 to allocate towards completion of <br />the Soccer Center -between $1,767,000 to $2,267,000 short of the full development cost of <br />$2.5 to $3 million. Attachment 1 of this agenda abstract outlines the County's investment to this <br />point for the West Ten site. <br />During the September 14,.2006 work session, Commissioners discussed future County and <br />School capital projects that would require additional funding beyond the amounts already <br />authorized, and West Ten Soccer Center was. one of those projects. The Board requested that <br />staff analyze costs associated with developing the Soccer Center in more than one phase over <br />a period longer than one year. <br />
