ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: October 3, 2006 <br />Action Agenda <br />Item No. 5- i <br />SUBJECT: Bid Award: Eighteen Gallon Recycling Bins for Solid Waste <br />DEPARTMENT: Purchasing and Solid Waste PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />Bid Tabulation <br />INFORMATION CONTACT: <br />Pam Jones, 245-2652 <br />Gayle Wilson, 968-2885 <br />PURPOSE: To consider awarding a bid. to SCL A-1 Plastics LTD of Brampton, Ontario Canada for <br />19,500 blue 18 gallon recycling bins and 13,700 orange 18 gallon recycling bins. <br />BACKGROUND: The Solid Waste Management Department FY2006/07 budget provides for the <br />purchase of 33,200 eighteen (18) gallon recycling bins. These bins will be used for providing a second <br />recycling bin to each serviced household as part of the expansion of the urban and rural curbside <br />recycling programs (30,000) and routine annual replacement bins (3,200). <br />Specifications were developed by staff and bid call 261 was advertised both in the paper and on the <br />County webSite. The units specified matched bins previously purchased by the County. Nine firms <br />received the bid package. Five bids were received. SCL A-1 Plastics LTD of Brampton, Ontario Canada <br />submitted the lowest responsive bid of $215,468 ($6.49/bin). SCL A-1 Plastics' bid included a 7-year full <br />replacement warranty for the bins. Orange County anticipates a useful life of 10 years for the bins. Staff <br />believes the 7 year warranty is critical and therefore recommends SCL A-1 Plastics for award. <br />FINANCIAL IMPACT: Total purchase price, if approved by the Board, would be $215,468. Staff <br />recommends that the bins be financed over a 59-month period to take advantage of prevailing low <br />interest rates and to maintain the cash position of the Solid Waste Enterprise Fund. It is assumed that <br />financing can be obtained at an interest rate of 4.75%. Debt service will be paid on a quarterly or semi- <br />annual basis. Annual payments are estimated to be approximately $49,081. Sufficient funds are <br />budgeted in the FY-2006/07 Solid Waste Management Department Budget. <br />The Finance Director will prepare the necessary documentation and schedule for required Board actions <br />at subsequent Board meetings related to the financing of this and other equipment acquisitions. <br />RECOMMENDATION(S): The Manager recommends that the Board: 1) award a bid to SCL A-1 Plastics <br />LTD of Brampton, Ontario Canada for a total of $215,468 ($6.49/bin; and 2) authorize the Purchasing <br />Director to execute the necessary paperwork <br />
