Affordable Housing Advisory Board <br />Minutes of December 13, 2011 <br />Members Present: Jonzella Bailey- Pridham, Lynda Baker, Patsy Barbee, Diane Beecham, Katherine <br />Doom, Martha Hoylman, Mark Johnson, Anna McDonald Dobbs, Rashii Purefoy, Arthur Sprinczeles, <br />James Stroud <br />Members Absent: Alex Babbitt, Nannie Richmond <br />Staff Present: Tara L. Fikes, Roxanne W. Reynolds <br />Welcome /Introduction <br />Patsy Barbee welcomed everyone to the meeting. She asked for brief introductions for the benefit of the <br />new members. <br />Public Comments <br />James Stroud stated that he spoke with Doug Dixon regarding the application process for the <br />Weatherization Program. Dixon stated that applicants should submit all income documents and a twelve <br />(12) month utility report with their application. Stroud stated that funds are still available but the process <br />is slow due to a shortage of staff. Fikes briefly described the Joint Orange Chatham Community Action <br />Weatherization Program (JOCCA) for the benefit of the new members. <br />Minutes <br />James Stroud made a motion to approve the minutes of the November 8, 2011 meeting and Martha <br />Hoylman seconded the motion. The motion was approved unanimously. <br />Annual Calendar <br />Tara Fikes discussed and reviewed the Draft 2012 Calendar Topics. (This information is incorporated as <br />an attachment to the minutes.) The calendar should be available in January 2012 for presentation to the <br />Board of County Commissioners. A Better Image Printing Company in Chapel Hill will design and print <br />the calendar. <br />BOCC Annual Retreat Input <br />The final copy of the Orange County Boards and Commission Input and Accomplishment Form was <br />distributed to AHAB. Fikes stated that the form was submitted on December 9, 2011. This information <br />is incorporated as an attachment to the minutes. <br />Board members discussed the following accomplishments to include in the Annual Performance <br />Report/Calende address to the Commissioners. <br />• Monitored the Affordable Housing Bond Program and provided a status report to the BOCC. <br />• Conducted an "on the ground" affordable housing but tour for board members. Current plans are <br />to make this an annual event. <br />• Participated in the Town of Chapel Hill Affordable Housing Strategy Outreach Sessions. <br />• Reviewed the Community Home Trust request to serve households earning up to 115% of median <br />income at the request of the BOCC and made a recommendation. <br />Affordable Housine Bond Proeram <br />Tara reported that she did not publicize the availability of housing bond funds because she was interested <br />in offering a proposal to use the funds to develop rental housing on Rusch Road /or perhaps assist with <br />another rental project. Fikes also stated that Chrysalis Foundation has now gone out of business but had <br />originally planned to partner with Habitat for Humanity, Inc. to construct the rental project. Fikes stated <br />that she would meet with Susan Levy, Director Habitat for Humanity to discuss the bond funds. This <br />item would be discussed at the next meeting. <br />Department Report <br />The following items were reported: <br />• Club Nova Apartments will transfer to Community Alternative for Supportive Abode (CASA) on <br />December 14, 2011. Club Nova will keep the existing management company until mid- January <br />2012. <br />
