Affordable Housing Advisory Board <br />Minutes of October 11, 2011 <br />Members Present: Jonzella Bailey - Pridham, Lynda Baker, Diane Beecham, Martha Hoylman, Mark <br />Johnson, James Stroud <br />Members Absent: Alex Babbitt, Patsy Barbee, Anna MacDonald Dobbs, Rashii Purefoy, Nannie <br />Richmond <br />Staff Present: Tara L. Fikes, Roxanne W. Reynolds <br />Welcome /Introduction <br />Co -Chair Lynda Baker chaired the meeting due to the absence of Chair Patsy Barbee. <br />Public Comments <br />None <br />Minutes <br />Mark Johnson made a motion to approve the minutes of the September 13, 2011 meeting and Martha <br />Hoylman seconded the motion. The motion was approved unanimously. <br />Mobile Home Park Survey, Standards Follow -up <br />Fikes reported that the Orange County Mobile Home Park Standards are located on the Planning <br />Department website under the Unified Development Ordinance. This information is incorporated as an <br />attachment to the minutes. These standards are enforced when a complaint is reported in unincorporated <br />Orange County. <br />The Advisory Board agreed to compare Orange County Mobile Home Park Standards with the <br />information gathered by Alex Babbitt regarding other park standards. Fikes stated that she would seek <br />information regarding the names of the mobile home parks in the county jurisdiction. <br />Housing Bond Program Recommendation Follow -up <br />The Advisory Board briefly discussed the $143,558 remaining housing bond funds. After much <br />discussion, Martha Hoylman made a motion to publish a Call for Proposals to the County's non -profit <br />organizations to spend the remaining $143,558 in affordable housing bond funds. Jonzella Bailey - <br />Pridham seconded the motion. The motion was approved unanimously. <br />New Board Member Applications <br />Diane Beecham reported that she contacted four (4) potential applicants for the Advisory Board. Jonzella <br />Bailey- Pridham made a motion to recommend to the Board of County Commissioner (BOCC) the <br />appointment of Katherine Dum, Josie Edwards, Brona Kay and Arthur Sprinczeles to the Affordable <br />Housing Advisory Board. Martha Hoylman seconded the motion. The motion was approved unanimously. <br />Report of the Chair <br />None <br />Department Report <br />The following items were reported: <br />Fikes announced that the BOCC Annual Planning Retreat will be held January 2012. She then <br />shared the Orange County Boards and Commission Input and Accomplishment Form that is due <br />to the BOCC by November 30, 2011. This information is incorporated as an attachment to the <br />minutes. <br />Fikes gave everyone present a copy of the Affordable Housing Primer published by the North <br />Carolina Housing Coalition. The publication does a good job of explaining terms used when <br />discussing affordable housing as well as the available programs. This information is incorporated <br />as attachment to the minutes. <br />• Tara stated that she received an email from Anna MacDonald Dobbs stating that she was unable <br />to attend the meeting due to her schedule. Fikes stated that Anna spoke with UNC- Chapel Hill <br />
