Affordable Housing Advisory Board <br />Minutes of September 13, 2011 <br />Members Present: Jonzella Bailey - Pridham, Lynda Baker, Patsy Barbee, Martha Hoylman, Mark <br />Johnson, Anna McDonald Dobbs, Rashii Purefoy and Nannie Richmond <br />Members Absent: Alex Babbitt, Diane Beecham, James Stroud <br />Staff Present: Tara L. Fikes, Roxanne W. Reynolds <br />Welcome /Introduction <br />Patsy Barbee welcomed everyone to the meeting. <br />Public Comments <br />None <br />Minutes <br />Mark Johnson made a motion to approve the minutes of the August 9, 2011 meeting and Anna McDonald <br />Dobbs seconded the motion. The motion was approved unanimously. <br />Mobile Home Park Survey, Standards Follow -up <br />Fikes provided a copy of the 2010 Manufactured Homes Survey Summary to board members and <br />provided a brief summary of the Survey and the raw data chart from which it was derived for the benefit <br />of the new members. This information is incorporated as an attachment to the minutes. Board members <br />expressed interest in approaching the Board of County Commissioners (BOCC) regarding the <br />establishment of Mobile Home Park Standards in Orange County. Fikes stated that Alex Babbitt agreed <br />to seek information regarding park standards and moving costs. The board agreed to begin to research <br />mobile home standards from other communities. <br />Housing Bond Program Recommendation Follow -up <br />Members were provided a copy of the Orange County Housing Bond Policy that was approved in <br />December 1998 and the document is incorporated into these minutes by reference. There is <br />approximately $143,304 remaining in bond funds and the board agreed to finalize their recommendation <br />to the BOCC for expenditure of these funds at the next meeting. <br />Board Workplan — Follow -up <br />The Advisory Board briefly discussed the following future work items. <br />1. Develop recommendation for unallocated Affordable Housing Bond Funds; <br />• Disaster relief (perhaps for mobile homes) <br />• Permanent housing for the homeless <br />• Repairs for Club Nova Apartments in Chapel Hill. <br />2. Develop a communication plan to keep the need for affordable housing in the community <br />conversation. <br />3. Seek assistance from UNC- Chapel Hill School of Journalism regarding developing a community wide <br />media campaign for the County and Chapel Hill, Hillsborough and Carrboro. (Anna MacDonald Dobbs <br />will contact the School of Journalism. <br />Martha suggested that the workplan items should be included on the agenda each month as a constant <br />reminder. <br />New Board Members Applications <br />This item was tabled for the next meeting due to Diane Beecham's absence. <br />Report of the Chair <br />Patsy Barbee stated that she had received concerns from citizens regarding Greenbridge Condos in Chapel <br />Hill. She had also heard that they were accepting Section 8 tenants which Fikes confirmed as not being <br />true. <br />
