Affordable Housing Advisory Board <br />Minutes of May 10, 2011 <br />Members Present: Jonzella Bailey- Pridham, Patsy Barbee, Diane Beecham, Mark Johnson, <br />Rashii Purefoy, Nannie Richmond and James Stroud <br />Members Absent: Alex Babbitt, Lynda Baker, Martha Hoylman and Jabrina Robinson <br />Staff Present: Tara L. Fikes, Roxanne W. Reynolds <br />Welcome /Introduction <br />Chair Patsy Barbee welcomed everyone to the meeting. She apologized for her absence at the <br />April 12, 2011 meeting. <br />Public Comments <br />Mark Johnson announced that the Chapel Hill Town Council voted to approve the Special Use <br />Permit application for the new Community House at 1315 Martin Luther King Jr. Blvd, Chapel <br />Hill. The permit was approved for both the 52 -bed men's transitional housing facility and with <br />emergency shelter provision for seventeen men. <br />Minutes <br />James Stroud made a motion to approve the minutes of the April 12, 2011 meeting and Nannie <br />Richmond seconded the motion. The motion was approved unanimously. <br />Sprint Bus Tour — Saturday, June 4th <br />Board members reviewed the tour destination list for the Spring Bus Tour and requested some <br />minor adjustments. Fikes will develop an itinerary for the tour based on the feedback received. <br />Refreshments will be provided. The tour destination list is incorporated as an attachment to the <br />minutes. <br />Non - Departmental Funding Applications <br />Fikes reported that the Manager's budget proposes that the non - profit organizations that AHAB <br />reviewed receive the same funding next year that they received in the current fiscal year. <br />Housing Bond Program <br />Fikes discussed and distributed the memorandum that was submitted to the Board of County <br />Commissioners (BOCC) providing an update of the Affordable Housing Bond Program. The <br />memorandum is incorporated as an attachment to the minutes. <br />Community Home Trust Proposal <br />The Community Home Trust has requested by letter that the BOCC support their plans to serve <br />households earning up to 115% of median income which is an increase from the previous target <br />population of households earning up to 80% of median income. In turn, the BOCC has asked for <br />AHAB to review this request and provide its comments /recommendation regarding this matter. <br />The Community Home Trust letter is incorporated as an attachment to the minutes. <br />After some discussion, board members raised three issues: 1)What will the mix — those below <br />80% and those above 80% - look like ?; 2) What is the CHT Board's preference; and 3) <br />Reiteration that no subsidy dollars should be used for families above 80 %. Fikes will investigate <br />these issues and report back. <br />
