Affordable Housing Advisory Board <br />Minutes of February 8, 2011 <br />Members Present: Patsy Barbee, Rashii Purefoy, Nannie Richmond and Jabrina Robinson <br />Members Absent: Lynda Baker <br />Staff Present: Tara L. Fikes, Roxanne W. Reynolds <br />Welcome/Introduction <br />Chair Patsy Barbee welcomed everyone to the meeting. <br />Public Comments <br />Nannie Richmond stated that she had received concerns /complaints from residents at the Timbers Mobile <br />Home Park in Hillsborough. (Pot holes in the streets, rubbish and major disturbance) Fikes stated that she <br />would check into the matter. <br />Minutes <br />Jabrina Robinson made a motion to approve the minutes of the November 9, 2010 meeting and Nannie <br />Richmond seconded the motion. The motion was approved unanimously. <br />Board Membership <br />Tara Fikes stated that she and Patsy Barbee talked in December regarding the list of potential members <br />that are interested in serving on the Advisory Board. The following names would be submitted to the <br />Board of County Commissioners (BOCC) for appointment to the Board on February 15, 2011: Alex <br />Babbitt, Jonzella Bailey - Pridham, Diane Beecham, Martha Hoylman, Mark Johnson, Christy Raulli and <br />James R. Stroud. Hopefully, these members would be in attendance at the next meeting. <br />Housine Bond Proeram <br />Fikes reported to the Board that there is approximately $143,558 remaining housing bond funds. She <br />briefly discussed the Housing Bond Program report provided to board members. This information is <br />incorporated as a part of the minutes. Discussion of the remaining bond funds by the BOCC occurred <br />after Habitat requested funds to reimburse impact fees for several houses that they are building at Phoenix <br />Place (off Rogers Road, Chapel Hill) and the realization that the funds available for this purpose have <br />been totally expended. <br />Fikes reviewed and submitted a handout titled School Impact Fee Changes. On December 11, 2009, the <br />Orange County Board of Commissioners adopted updates to the Education Facilities Impact Fee <br />Ordinance. New fee levels and effective dates were adopted for each school district located within Orange <br />County. This information is incorporated as an attachment to the minutes. <br />Non - Departmental Funding Applications <br />The Board briefly reviewed the Outside Agency Funding Applications for July 1, 2011 through June 30, <br />2012 for Housing for New Hope, Habitat for Humanity and EmPOWERment, Inc. Tara Fikes stated that <br />she would send an electronic copy of the Home Community Trust application to the Advisory Board. <br />Fikes also distributed and reviewed a copy of the Orange County Outside Agency Funding Application <br />Scorecard. The Board agreed to review and discuss these items at the next meeting. This information is <br />incorporated as an attachment to the minutes. <br />Report of the Chair <br />Patsy Barbee announced that she presented the 2011 <br />Copies were provided to all board members. <br />Calendar to the BOCC at their January 20"' meeting. <br />Other Business <br />Jabrina Robinson suggested that the Board schedule another bus trip for new members to visit affordable <br />housing projects in the County. <br />The meeting was adjourned at 7:00 p.m. <br />Respectfully submitted: <br />Roxanne W.
