Affordable Housing Advisory Board <br />Minutes of September 11, 2012 <br />Members Present: Katherine Doom, Nannie Richmond, Arthur Sprinczeles, James Stroud <br />Members Absent: Jonzella Bailey- Pridham, Patsy Barbee, Diane Beecham <br />Staff Present: Tara L. Fikes, David Saconn and Roxanna Warren <br />Guest: Teri Driscoll, Dee Jackola, Andrea Shannon and Christopher Wehrman <br />Welcome /Introduction <br />Arthur Sprinczeles chaired the meeting due to the absence of the Chair Patsy Barbee. He <br />welcomed everyone to the meeting and asked for brief introductions for the benefit of the guests. <br />Public Comments <br />None <br />Approval of Minutes — May 8, 2012 and August 14, 2012 <br />Arthur Sprinczeles made a motion to approve the minutes of May 8, 2012 meeting and James <br />Stroud seconded the motion. The motion was approved unanimously. James Stroud made a <br />motion to approve the minutes of August 14, 2012 meeting and Arthur Sprinczeles seconded the <br />motion. The motion was approved unanimously. <br />Habitat for Humanity — Rusch Hollow Bond Proiect <br />Fikes discussed and provided members with a Proposal from Habitat for Humanity for the <br />construction of a duplex in the Rusch Hollow subdivision. Habitat proposes to build duplex that <br />will provide rental housing to two elderly individuals. The Proposal is incorporated as an <br />attachment to the minutes. <br />Members wanted to know if the units would serve the disabled and /or elderly and stated that <br />Habitat should consider design changes to make it more accessible for the elderly. Fikes briefly <br />discussed and distributed the 2001 Housing Bond Program Update as a status report to members <br />as they considered this Proposal. This information is incorporated as an attachment to the <br />minutes. Arthur Sprinczeles made a motion to recommend to the Board of County <br />Commissioners (BOCC) the award of $130,000 to Habitat for Humanity for the Rusch Hollow <br />Duplex. Katherine Doom seconded the motion. The motion was approved unanimously. <br />Current Year Action Plan <br />The group briefly discussed the Board's current year plan. <br />• Katherine Doom stated that she is still working on getting log -in information for the <br />Facebook Page. <br />• An updated Housing Bond Status Report will be provided to the BOCC at the time the <br />Habitat proposal is submitted. <br />October 9, 2012 BOCC Meeting <br />Given that the current board is in the midst of rebuilding its membership, the current board <br />decided to postpone the October 91' meeting until sometime in the Spring of 2013. Arthur <br />Sprinczeles made a motion for postponement that was seconded the motion by Nannie Richmond <br />and passed unanimously. <br />Urgent Repair Program <br />David Saconn - Housing Rehabilitation Specialist in the Department presented basic information <br />regarding the Orange County Urgent Repair Program in 1994.
