Affordable Housing Advisory Board
Minutes of January 8, 2013
Members Present: Jonzella Bailey- Pridham, Diane Beecham, Patsy Barbee, Katherine Doom,
Nannie Richmond, Arthur Sprinczeles, James Stroud
Members Absent: Andrew Shannon and Christopher Wehrman
Staff Present: Tara L. Fikes
Welcome /Introduction
Chair Patsy Barbee opened the meeting at 6:10 pm.
Approval of Minutes - November 13 and December 11, 2012
The minutes of November 13 and December 11 were approved on a motion by Nannie
Richmond seconded by James Stroud.
Media Strategy
Katherine Doom reported that the new Facebook page has been developed and everyone can join
as managers in order to be able to post content which members were encouraged to do.
Housing Bond Program Request
Robert Dowling is interested in making a request to the BOCC to allocate the remaining housing
bond funds in the amount of $75,000 to Greenbridge Condominiums in Chapel Hill to assist in
the repair /replacement of HVAC units. Board members expressed interest in a tour of the
condos. Either January 24 or 31 were good days with a start time of 4:00 pm. Fikes will try to
schedule the tour. Also, the board generated the following questions to pose to Dowling which
Fikes will do on behalf of the Board. The answers are in italics.
• How long have the units been there? (2010)
• Why is there no warranty? (Because the contractor was not paid this voided the
warranty)
• Are you looking for additional pots of money? (Not at this time.)
• Why are the replacement units so expensive? (The current system is "ultra green" and
uses a chiller system and a new system would have to adapt to it which is costly.)
• Has a third party HVAC expert been consulted? (No) Are there any energy credits? (No)
• How many systems have been swapped out? (Two)
Department Report
Fikes reported that the Board of County Commissioners would be holding their annual goal -
setting retreat on Friday, February 1st and affordable housing is a part of the agenda. Also, she
reported that there has been conversation with the VISTA intern at the Centre for
Homeownership and Economic Development Corporation regarding the establishment of
Affordable Housing Clearinghouse in the County. It was suggested that the Board host a
roundtable for the community to determine the goal for such an entity.
Other Business
The group's picture was taken and the group agreed that the next meeting will be held on
February 12, 2013 at the Richard E. Whitted Building, 300 W. Tryon Street in Hillsborough.
The meeting was adjourned on a motion by Katherine Doom seconded by James Stroud.
Respectfully submitted:
Tara L. Fikes
