y~ , <br />~'~ <br />208 South Cameron Street <br />Post Office Box 8181 <br />Hillsborough, NC 27278 <br />Orange County Personnel Department <br />Tyrone Jackson, EdD, PHR <br />Director <br />Tel (919) 245-2550 <br />Fax (919) 644-3009 <br />www.co.orange.nc.us <br />March 24, 2006 <br />MEMORANDUM <br />TO: Orange County Permanent Employees <br />FROM: Michael Edmonds, Benefits Manager <br />SUBJEGT: Transition to CIGNA Healthcare, Inc. <br />As many of you may already know through your Employee Relations Consortium <br />Representative, our health insurance provider, the North Carolina Association of <br />County Commissioners Health Insurance Trust (NCACC), has decided to end its <br />services contract with Blue Cross and Blue Shield of North Carolina, and to begin <br />utilizing the services of CIGNA Healthcare, Inc. {CIGNA). <br />The effective date of the transition to CIGNA is scheduled for July 1, 2006. <br />With this transition there will be no changes to the structure of the County's health <br />insurance benefits. Office .visit co-pays, prescription co-pays, deductibles, <br />premiums, and all other features of our health plan- will remain the same. No <br />employees will be subject to exclusions for pre-existing conditions, or ongoing <br />treatment/care. The network of participating providers available through the CIGNA <br />network is .virtually identical to the network currently available through Blue Cross <br />and Blue Shield. Full information packets from CIGNA will be mailed to your <br />homes, and will be available in the Personnel Department by mid to late may. <br />As we are sure there will be many questions regarding the transition, special <br />meetings have been scheduled to introduce employees to the services provided by <br />CIGNA Healthcare, Inc., to answer any employee questions, and to help make a <br />smooth transition to our new health insurance administrator. Representatives from <br />the NCACC, and CIGNA will be providing an overview of the transition process, <br />highlighting CIGNA services, and will be available for questions.
