Orange County Housing Authority Board (OCHA) <br /> Minutes <br /> June 24, 2015, 6:00 PM <br /> Southern Human Services Center <br /> Conference Room D <br /> 2501 Homestead Road <br /> Chapel Hill NC 27514 <br /> Members Present: Jean Bolduc, Chair; Diane Beecham,Vice-Chair and Mark Marcoplos <br /> Members Absent: Tammy Jacobs (excused); Evelyn Johann (excused) and Daniel Bullock (excused) <br /> (One Vacancy—HCV Tenant Representative) <br /> Staff Present: Audrey Spencer-Horsley, Secretary, OCHA and Director, Housing, Human Rights and <br /> Community Development <br /> Welcome/Introduction <br /> The meeting was called to order at 6:10 PM by Jean Bolduc, Chair. <br /> Approval of Minutes <br /> The minutes for May 20, 2015 were tabled due to lack of a quorum. <br /> Housing Choice Voucher (HCV)—Assistance Payments and Budget Review <br /> Audrey Spencer-Horsley provided the number of Housing Assistance Payments for May 2015 from the <br /> Elite System preliminary report; 520 for May. Payments for May were S 281,497. (This information <br /> may be slightly adjusted for submission in the Voucher Management System (VMS) of HUD. There was <br /> a question about the trend in VASH numbers, how the process works, what areas were the households <br /> coming from and dollar amounts. Audrey said she would bring that information to the next meeting. She <br /> said that she started in May sending a status report to the new HCV HUD representative on lease up and <br /> related information. She said that she gave a summary at the last meeting of steps the Department is <br /> taking to increase leaseups in our challenging market and that information was provided to HUD. <br /> Audrey was requested by Board members to provide the spreadsheet on the status of the County's HCV <br /> Program that had been previously provided as a part of the program update. She said she was not aware <br /> of the report and would be glad to look back at previous minutes and provide that report starting with the <br /> next meeting. <br /> Department Updates <br /> HCV Resident Member - Audrey advised that the contact that Mark Marcoplos had provided as a <br /> potential HCV resident board member did respond back that she was interested in serving on the Board. <br /> The person had contacted the Department earlier about her interest in participating in the Homeownership <br /> Program. Audrey said she invited her to the next meeting and she has been sent the application for <br /> consideration of appointment to the Board. She said she planned to attend the next meeting. <br /> Next Meeting—the Board members briefly discussed and concurred not to have a meeting for the month <br /> of July for a summer break. Audrey was asked to let the potential resident member know. Audrey <br /> reminded the Board members that a 45 day comment period and public hearing is required for the Five <br /> Year and Annual Action Plans discussed at the last meeting. She said she was also reaching out to the <br />
