Ms. Spencer-Horsley further stated that <br /> the annual SEMAP had been submitted to HUD and the Department has also received a reconciliation <br /> desk audit for HCV payments. <br /> Ms. Spencer-Horsley stated that the Aging Department is working on the new five year plan and the <br /> Department will be collaborating with the Steering Committee on the area of affordable housing and <br /> related issues such as access to transportation. The Aging Department is currently working with Habitat <br /> for Humanity on the site at Waterstone in Hillsborough. The goal for this collaboration is to change <br /> from the traditional model single family home Habitat builds to a development more conducive to the <br /> aging population. This Habitat property was turned over from Community Home Trust who had <br /> originally planned to build an affordable housing development on the site. <br /> Ms. Spencer-Horsley also reported that there have been preliminary conversations with the County <br /> Homeless Coordinator about having a homeless preference that could help this population move up the <br /> on the waiting list. Ms. Spencer-Horsley expressed concern for the availability and consistency long <br /> term of supportive services for those who need it to remain stable in housing under the HCV program. <br /> HUD has planned a workshop on the topic and provided links to reference materials. <br /> Financial Report <br /> i <br /> Ms. Spencer-Horsley reviewed the financial and VMS report and responded to questions. She explained <br /> that there are still vouchers on the street. Ms. Spencer-Horsley advised the Board that there will be a <br /> draw of applicants from the waiting list next month now that the vacant Housing Specialist position has <br /> been filled. Ms. Spencer-Horsley announced that the new Housing Specialist, Valeretta Roberts, will be <br /> working in the Chapel Hill office and had most recently worked in the Chapel Hill Public Housing <br /> Program. <br /> County Bond Information <br /> Diane Beecham shared information on the education and affordable housing bonds. She said that the <br /> marketing plan has been completed. Ms. Beecham said that there will be advertisements in local <br /> newspapers, posters, social media and placards on buses to help get the word out to vote on the bonds. <br /> She added that the Bond Conunittee is now focusing on speakers to go to different organizations to <br /> f <br /> educate people on the bonds. The Board discussed the need to use consistent language about the bonds. <br /> There was discussion on what the Board could do to help get the word out and support the bonds. The <br /> Board decided not to sponsor an affordable housing or bond related events. Instead, it was suggested <br /> and discussed by the Board to help distribute the bond fact sheets among the organizations, institutions <br /> and people each knows and use social media to share the purpose and great need for the affordable <br /> housing bond. <br /> Other Business <br /> There was discussion about the many roles of the Department's two Housing Inspectors. They supervise <br /> contractors for Rehabilitation and Urgent Repair projects. They conduct new and annual inspections for <br /> the HCV program, non-profits and Rapid Re-Housing for the Department of Social Services. The Board <br /> agreed there was a need to contract for some of the inspection services. <br />
