1. Ms. Hammersley stated that it would give the department and the HRC more <br />prominence which would ultimately expand it. She also stated that having a <br />director whose focus is on Human Rights and Relations would be beneficial for <br />the HRC. She stated that she would like to see more prominence for both because <br />the work is important and because the BOCC wants the keep the Commission and <br />FHAP in Orange County. She stated that the County requested certification to <br />have a FHAP in 1996 and was certified in 1999 and that she and the BOCC are <br />proud to locally offer the service to the County residents who would otherwise <br />have to go through the State. <br />K. Ms. Jackie Podger asked how the allocation for Ms. Moore's role was determined. <br />1. Ms. Hammersley stated that she was willing to make the directorship fulltime but <br />that Ms. Moore requested to continue as Staff Attorney part time due to the low <br />volume of complaints and with full -time staff dedicated to intake and <br />investigation. Ms. Hammersley stated that she agreed with Ms. Moore's <br />recommendation. She also mentioned that she offered the position to Ms. Moore <br />due to her background in Human Rights and Relations, but would have had to <br />begin a recruitment process if Ms. Moore had declined the offer because the move <br />needed to still be done. <br />L. Mr. Case asked if there was a job description for the Director's position. <br />1. Ms. Hammersley said that there is a job description and that she would have it <br />sent out. <br />M. Ms. Hammersley excused herself from the meeting upon no further questions. <br />N. Ms. Sherrill Hampton stated that she came to Orange County on August 21" of this year <br />and did not have anything to do with the backstory that were cited in HUD's review. Ms. <br />Hampton announced that the BOCC approved to fund the Frederick Douglass <br />Bicentennial event along with the Town of Carrboro and the Town of Chapel Hill with <br />Commissioner Renee Price's support. <br />1. Dr. Stroman asked if the Department had received any information on the events <br />being planned for the Bicentennial <br />a. Ms. Hampton stated that she had asked Mr. James Williams to forward the <br />event dates to her and would have Ms. May bring them back to the HRC <br />when she received them. <br />2. Mr. Xavier agreed to contact the NAACP regarding the "kickoff event" for <br />December 6th upon Dr. Stroman's request. <br />O. Ms. Hampton announced the Orange County Affordable Housing Summit sponsored by <br />the Orange County Affordable Housing Coalition on January 5, 2018 10:00am- 1:OOpm at <br />Chapel Hill Public Library off of Estes Dr. She stated that she will send out flyer and <br />registration. <br />P. Ms. Hampton announced the Orange County DSS Toy Chest and encouraged members to <br />donate items and to contact DSS with any questions. She emphasized that DSS <br />particularly need items for teenagers. <br />Q. Ms. Hampton stated that HHRCD received almost $300,000 federal dollars for HOME <br />and is working to have a needs assessment and public hearing on December 4, 2017 <br />during the BOCC meeting regarding the needs around affordable housing. <br />1. Dr. Stroman asked if there is federal money for Human Rights and Relations and <br />if staff could search for additional funding options. <br />
