Call to Order – <br /> <br /> <br />II. Ad ditions or Changes to Agenda; Meeting Summary – No comments on the Nov <br />notes nor changes to the agenda. <br /> <br /> <br />III. Report of the Chair –Chair, Williams Reid spoke of revising the letter to the BOCC. This <br />will be addressed in Old Business. <br /> <br />IV New Business- Bench spoke of how his friends went to Blackwood Farm Park and were <br />very pleased with their visit and the helpfulness of the staff. They are glad to have the <br />park. <br />Green held an Orienteering project on the first Friday of November at BWFP. Eight youth <br />participated. Bench asked about an Orienteering Course at Little River Park. Stancil said <br />he had spoken to staff about creating this, but was not sure if anything has occurred at <br />this time. <br /> <br />V. Old Business – <br />a. Approval of Memorandum to Board of Commissioners (Attachment 1)-Mark Doroson <br />is now Chair of the BOCC. This should be noted on the letter. Stancil noted that the <br />County Manager would be coming to the February meeting, and could speak to the <br />topic. It was suggested that the Council wait until February to approve the letter. All <br />agreed. <br />b. Approval of PRC 2016 Annual Report and 2017 Work plan (Attachment 2)-Rhodes <br />added that the Cedar Grove Community Center opening be a part of the description <br />of last year’s accomplishments. Rhodes brought up using cork on artificial turf fields <br />as an alternate infill material, as Chapel Hill is doing. Regarding the Payment-in-Lieu <br />Study for parks and open space, this is part of a feasibility study. The Council <br />indicated it was happy with the work plan at this point. <br /> <br />VI. Report of the Director – <br />a. Mountains to Sea Trail (MST) Update-There was to be a MST meeting on December <br />8, but due to many problems with that date, the meeting has been postponed to a <br />date to be determined in January, maybe the 19th. Stancil will send out draft <br />materials since PRC does not have a January meeting. This should be the last <br />community meeting for this round of activity. <br />b. Other updates-Rich Shaw, Conservation Manager, is retiring at the end of the month.
