Holmes, Housing Program Coordinator <br />300 West Tryon Street <br />Hillsborough, North Carolina 27278 <br />February 2, 2018 <br />RE: Proposal to Conduct a Phase I Environmental Site Assessment (ESA) <br />Undeveloped 2.12 -Acre Parcel — Tract 3B Waterstone <br />College Park Road <br />Hillsborough, North Carolina <br />Dear Ms. Holmes: <br />In accordance with your request, the following proposal is for conducting a Phase I Environmental Site <br />Assessment (ESA) on a 2.12 -acre undeveloped parcel (PIN 9873257526) located on College Park Road in <br />Hillsborough, North Carolina. The Phase I ESA will be prepared in general compliance with ASTM Standard <br />E1527 -13. <br />Regarding the Phase I ESA, the subject property will be reviewed for evidence of environmental contamination <br />from past use, storage or disposal of environmental contaminants on site. The potential for site contamination <br />resulting from waste handling and/or disposal activities on adjacent/nearby property will be assessed. <br />The following scope of work is proposed for the Phase I ESA: <br />Historic Activities Review - GeoLogix will research readily available historic information regarding past users, <br />owners, or activities conducted on, or adjacent to, the subject property which may have resulted in an adverse <br />environmental impact. Interviews will be conducted with present and past owners, if available. <br />Environmental Incidents and Regulatory Agency Review - This will involve identification of known or <br />suspected environmental incidents or regulatory /compliance enforcement action on or near the subject property. <br />Readily - available environmental incident and regulatory information databases will be researched. The property <br />deeds will be reviewed for the presence of an environmental lien or Activity Use Limitations. <br />Review of Area Environmental Setting - Information on site topography, surface water, anticipated groundwater <br />information, and the surrounding area will be reviewed to characterize the physical environmental setting of the <br />site. Informational sources will include maps, topographic maps, reports, publicly accessible documentation, and <br />interviews. <br />GeoLogix, Inc.
