7 <br />This report will explore the changing demographics of the LEP population in Orange <br />County, debunk commonly held beliefs regarding immigrants, explain Title VI requirements, <br />and explore Orange County's abilities, resources and barriers to serving LEP populations. <br />This report will focus primarily bn the Spanish-speaking population because it is the only <br />population for which the County is currently required to provide native language access <br />services under Title Vh <br />Definitions <br />What does it mean to be Limited English Proficient? <br />Individuals who da not speak English as their primary language and who have a limited <br />ability to read, write, speak, ar understand English can be considered limited English <br />proficient, or "LEP," and are entitled to language assistance with respect to a particular <br />type of service, benefit, or encounter. (DOJ, Title VI, Civil Rights. Executive Order <br />13166). <br />Who are the foreign-born? <br />The term. foreign-barn refers to people residing in the United States on census day who <br />were nat United States citizens at birth. The foreign-born population includes <br />immigrants, legal non-immigrants (e,g„ refugees and persons on student or work visas), <br />and undocumented persons residing in the United States. It is the foreign- born <br />population who are primarily in need of language access services, <br />What are the levels of proficiency in a second language? <br />Beginner - Unable to communicate in Spanish. <br />Conversant - Able to communicate at least minimally in Spanish in person or an the <br />phone, <br />
