APPROVED 4/4/2016 <br />Max Bushell noted that some of the projects originally reviewed were not taken through the MPO or the RPO <br />because they're only allowed to take ten projects per mode forward, so a lot of the more rural Orange County <br />projects were not carried forward because they didn't score well. He stated that with the way the scoring works it <br />heavily favors urban projects. There were unanimous concerns about the Board's efforts not going anywhere, but <br />Max Bushell explained that it's still very important to have all of these plans on paper because that's the only way <br />they are eligible at all. Amy Cole suggested re- wording the scoring methodology to incorporate rural bike /pedestrian <br />projects. To which Matt Day advised that in order to do that all of the MPO's, RPO's in several NCDOT divisions <br />comprising our region would all have to agree to be able to make that change. <br />AGENDA ITEM 5b: SPOT 4.0 PRO and RPO Project Lists (Abigaile Pittman) <br />OUTBoard Action: Receive and review information. <br />Abigaile Pittman informed the Board of a Commissioners meeting on April 19, 2016. She stated that they may be <br />able to get on that agenda if the staff abstract is written and turned in on April 4, 2016. Max Bushell advised that it <br />would depend on whether NCDOT gets the scores to them on or before March 31, 2016 or not. Abigaile Pittman <br />suggested that the Chair, Heidi Perry, call a special meeting to do the Bicycle Task Force and if they receive the <br />score from NCDOT by then they can just add that to the agenda. <br />AGENDA ITEM 5c: Bicycle Safety (Abigaile Pittman) — Recommendations of Bicycle Task Force <br />Membership <br />OUTBoard Action: Receive and review information, provide comments and recommendations on Task Force <br />Membership, charge and term. <br />Abigaile Pittman discussed the application form that she created to try to recruit people with an interest in bicycle <br />safety to join the Bicycle Task Force. It was discussed and decided that the Chair, Heidi Perry, will be in charge of <br />writing a blurb explaining the proposed Task Force for distribution with the application in email blasts. The first <br />meeting for the Bicycle Task Force is expected to be in June, and the commitment or term to the Task Force is no <br />longer than one year, although Heidi stated that much could be accomplished in five meetings. <br />There was a discussion regarding how to achieve greater public awareness and education of things that are <br />happening in the community before it's already done and too late to comment or do anything about. <br />Amy Cole suggested advertising Public Safety Announcements (PSAs) on the televisions in the Department of Motor <br />Vehicle (DMV) offices. <br />AGENDA ITEM 6: Staff Updates (Abigaile Pittman) — Handouts included in packet <br />Status of NCDOT Division 7 projects located in DCHC MPO <br />OUTBoard Action: Receive information. <br />Abigaile Pittman informed the Board of two staff updates regarding the project statuses located in the packets. <br />AGENDA ITEM 7: Board Comments <br />No additional comments. <br />AGENDA ITEM 8: Adjournment <br />PA <br />
