5~}- <br />Staff suggests that the QUTBQARD (which includes Planning Board members) review <br />the factors listed below and other ideas in order to develop development standards that <br />capture the cumulative effects of development so that public road improvement <br />requirements for new developments can be employed in a consistent manner at every <br />level of the development review process,. <br />A long term view of traffic impacts may show that a relatively small development that <br />generates less than 800 daily trips will have an impact on future traffic patterns.. The <br />future traffic impact will depend a great deal on a variety of factors including the <br />functional classification and capacity of the roadway that the proposed development <br />abuts. Staff requests direction as to 1) whether or not the Board would like Staff to <br />develop traffic impact threshold criteria for developments that generate less than 800 <br />daily trips; and 2) if the Board wants Staff to move forward on this issue, which of the <br />following road factors (and any other) the Board finds important to the traffic impact <br />determination: <br />1. Size, type and location of development; <br />2. Functional classification of road; <br />3, Capacity of abutting roads to handle traffic; <br />4. The most recent traffic counts; <br />5. The volume-to-capacity (v/c) ratio; <br />6. Connectivity to other undeveloped properties) <br />7. Right of way requirements; <br />8. Impact Assessments; and <br />9.
