5~}-
Staff suggests that the QUTBQARD (which includes Planning Board members) review
the factors listed below and other ideas in order to develop development standards that
capture the cumulative effects of development so that public road improvement
requirements for new developments can be employed in a consistent manner at every
level of the development review process,.
A long term view of traffic impacts may show that a relatively small development that
generates less than 800 daily trips will have an impact on future traffic patterns.. The
future traffic impact will depend a great deal on a variety of factors including the
functional classification and capacity of the roadway that the proposed development
abuts. Staff requests direction as to 1) whether or not the Board would like Staff to
develop traffic impact threshold criteria for developments that generate less than 800
daily trips; and 2) if the Board wants Staff to move forward on this issue, which of the
following road factors (and any other) the Board finds important to the traffic impact
determination:
1. Size, type and location of development;
2. Functional classification of road;
3, Capacity of abutting roads to handle traffic;
4. The most recent traffic counts;
5. The volume-to-capacity (v/c) ratio;
6. Connectivity to other undeveloped properties)
7. Right of way requirements;
8. Impact Assessments; and
9. Mixed Use development.
Please let us know how we can proceed.
F.\6rian Pcrrcll\Omngc County\Planning\\vcsihampton\inmsponation Impact Memo 6P Revised - lix merge rev by gcg doe
