sa <br />Uur JPA partners are requiring dedications in the transition areas that connect with the <br />County's Twin Creeks Park so that residents may eventually use the park trail system <br />network to access the park via walking trails. <br />In non-JPA areas of the County, the County has not established a 'greenway system as <br />part of its Land Use Plan. However, on a case by case basis, such as the Habitat for <br />Humanity Richmond Hills subdivision in Efland, the applicant publicly dedicated land <br />along McGowen Creek, as well as an easement, for a connecting path (to be built by <br />the County at a later date) from the creek to the Efland-Cheeks Park, In addition, the <br />Ashwick subdivision publicly dedicated areas along McGowen Creek during its <br />subdivision process., <br />As the County updates its Parks and Recreation Element of the Comprehensive Plan, <br />consideration can be given to a pathway system connecting the aforementioned park <br />and McGowen Creek Preserve (64-acre purchase). <br />In summary, the JPA contemplates that public dedication will occur along the <br />designated 'greenway' system whether these dedications are acquired by the Towns or <br />the County. The proposed public recreation dedication in the Westhampton subdivision <br />implements the dedication for greenways as set forth in the JPA, This dedication may <br />eventually be a pathway to the OWASA reservoir area near High 54.
