sa
Uur JPA partners are requiring dedications in the transition areas that connect with the
County's Twin Creeks Park so that residents may eventually use the park trail system
network to access the park via walking trails.
In non-JPA areas of the County, the County has not established a 'greenway system as
part of its Land Use Plan. However, on a case by case basis, such as the Habitat for
Humanity Richmond Hills subdivision in Efland, the applicant publicly dedicated land
along McGowen Creek, as well as an easement, for a connecting path (to be built by
the County at a later date) from the creek to the Efland-Cheeks Park, In addition, the
Ashwick subdivision publicly dedicated areas along McGowen Creek during its
subdivision process.,
As the County updates its Parks and Recreation Element of the Comprehensive Plan,
consideration can be given to a pathway system connecting the aforementioned park
and McGowen Creek Preserve (64-acre purchase).
In summary, the JPA contemplates that public dedication will occur along the
designated 'greenway' system whether these dedications are acquired by the Towns or
the County. The proposed public recreation dedication in the Westhampton subdivision
implements the dedication for greenways as set forth in the JPA, This dedication may
eventually be a pathway to the OWASA reservoir area near High 54. In fact, Phil's
Creek benefits from water flaw release from the reservoir through the creek to Neville
Creek, and eventually to University Lake.
f:\Brimi Feaell\Dmnge CountyNlanning\Westhamplon\Dedicaled access to greenway memo BP revistd -for merge rev by geg Jac
