The vehicle to capacity ratio (V/G) at level of service C (considering the additional <br />190 trips per day from the proposed subdivision) is 0.108. A V/C ratio of less than 0..80 (a <br />V/C ration of 1,0 indicates that the road is operating at capacity) indicates that the road is <br />operating at acceptable conditions with sufficient capacity. At a LOS 0,80, Hatch Road <br />would experience an AADT of 8,SQ0. The Triangle Regional Model (TRM), used to project <br />future traffic and speeds for the regional network, classifies Hafch Road as a local road, <br />Future traffic projections are not available for Hatch Road using traffic projections for the <br />2030 Regional Long-Range Transportation Plan (see Attachment #11 from Planning Director <br />suggesting consideration of Orange County standards to be established). <br />4. If outdoor lighting is considered in the future it must meet Orange County s outdoor <br />lighting requirements: This has been added in the attached Resolution of Approval Item F.4 <br />5. The Commissioners requested additional options be considered for the proposed <br />Dedicated area to Orange County along Phil's Creek. <br />The planning staff and attorney's office met with the applicant and developed a <br />dedication and access configuration that exceeds the minimum dedication <br />requirement and creates a better access connection system within the subdivision <br />common areas that also supports the Joint Planning Area greenway system. <br />FISCAL IMPACT: The Fiscal Impact Analysis is included as an attachment. <br />RECOMMENDATION(S): Administration Approval, in accordance with the attached Resolution <br />of Approval <br />Planning Board Approval, in accordance with the Resolution of <br />Approval attached to the August 22, 2006 BOCC meeting agenda <br />abstract with item E, 3 deleted from Resolution. <br />5 <br />Planning Staff Approval, in accordance with the Resolution of <br />Approval attached to the August 22, 2006 BOCC meeting agenda <br />abstract with a condition E. 3. <br />
