~~~
Et~CD recommends that the County request that a portion of the open space
pc•operty be dedicated to orange County for recreation and open space. The
proposed dedication is a 2410-foot-wide strop located parallel to a 770` segment
of properly boundary formed by PhiYs Cree'~. [See attached map]
Most of this proposed dedication is within the 100-year floodplain that would serve as an
undeveloped riparian buffer and wildlife corridor. The property could also accommodate a
potential future 10-foot-wide public walking trail aligned just outside of the floodplain.
This proposed dedication is consistent the Joint Planning Area (JPA) Land Use Plan, which
suggests that many of the principal stream corridors be designated for pedestrian access. It
is also consistent with the purposes for which land has already been dedicated on adjacent
properties. The construction of a public walking trail is not likely to occur until additional
lands along Phil's Creek are dedicated for recreation and open space purposes. One large
tract separates the County's Shenandoah land from the potential Westhampton trail
segment. That 102-acre tract includes approximately 20 acres on the north side of Phil's
Creek, which is isolated from the bulk of the tract. When this large tract is developed
someday the owners might be vdilling to convey a portion of this land to help fill in the gap,
Let me know if you have any questions or would like to discuss these findings.
cc: David Stancil
Environmenf and Resource Conservation
PO Box 818 f / 306-A Revere Road
Hillsborough, NC 27278
(919) 245-2590
