3 <br />• Adjacent properties have been developed with a cul-de-sac lotting pattern.. There are streams <br />along the western and southern boundaries.. <br />Open Space/Buffers: <br />• 52,76 acres (41 %) of common area open space is proposed. All of the open space is wooded <br />with a large portion along Phil's Creek, some with steep slopes, <br />The lot sizes average 3.79 acres, 90% above minimum lot size of 2 acres, <br />• Approximately 6.37 acres for recreation and open space has been offered to Orange County by <br />the developer which offer is recommended for acceptance. This would leave approximately <br />46,39 acres dedicated to and to be owned by the Homeowners Association, <br />Density of the proposal is 6,84 acres per house, <br />• Homeowners Association will be farmed to own and maintain open space, buffers, signage, <br />• Sidewalk will be built within 30 foot roadside buffer along one side of the proposed streets, <br />Water/Sewer/Fire: <br />• Individual wells. <br />• Individual septic systems, <br />• The closest water and sewer is in Rangewood subdivision which is approximately 1000 feet <br />north of this subdivision. <br />• Extension of water and sewer is prohibited in the Rural Buffer except for an Essential Public <br />Facility or to address an Adverse Public Health Condition, <br />Recreation Requirement: <br />• Chapel Hill District Park ("Greenway" system) per Orange County Zoning Ordinance and Joint <br />Planning Area Land Use Plan (part of Orange County Comprehensive Plan), <br />• The Orange County Environment and Resource Conservation Department is recommending a <br />portion of the open space property be dedicated to Orange County for recreation and open <br />space. The proposed dedication is a variable with parcel of land that forms the south property <br />boundary (memo and map attached), This area has been identified as part of the "Greenway" <br />system jointly adopted by Orange County, Chapel Hill and Carrboro where dedications to create <br />a "comprehensive parks and open space system ,,. linked together by a system of greenways <br />extending along drainageways .,." (see attached memo from Craig N. Benedict elaborating on <br />the greenways system with attached maps). Payment in lieu would be based on 1/20~h of an <br />acre per lot (i.e, 19 lots x 1/20 acre per lot = 19/20 acre or approximately 41,382 square feet), <br />The dedication proposed exceeds the aforementioned minimum and would replace the <br />payment-in-lieu option. The land to be dedicated to Orange County connects with an existing <br />parcel of land owned by Orange County which abuts and connects to Neville Road (a public <br />road). <br />Development Process Schedule, and Action <br />Planning Board: <br />• First Action: Concept Plan approved by the Planning Board December 7, 2005 with the <br />following conditions: <br />1. The intersection and road alignments on the Preliminary Plan shall meet NCDOT <br />collector standards with a 60 foot right-of-way and 34 foot B-B pavement. The sidewalk is <br />to be outside of the right-of-way,(NCDOT Recommendation) <br />2. Homeowners Association documents that provide for maintenance of the Open Space <br />shall be submitted with the preliminary plan. Provisions shall be included in the <br />Homeowners Association documents that would prohibit tree cutting in the Open Space <br />except for maintenance purposes. <br />3, The cul-de-sac at the end of Westhampton Way shall be increased to a minimum of 95 <br />feet in diameter, Turning radii at all corners shall have a 32 foot minimum. <br />4. Show proposed dedication of an additional 5 feet of right-of-way, or 35 feet from C/L of <br />
