~~7 <br />6, Review layout f'or Lots 1 and 2 and proximity of septic systems to stream, <br />Applicatzf's Response: We actually have some questions regazding the criteria used <br />to identify these drainage areas as "streams and/or water features" by a former staff <br />member of the Orange County Erosion Control Division, particularly since the 100- <br />foot buffer (a 200-foot corridor) is applied equally to all features irregazdless of its <br />nature (ephemeral, intermittent or perennial), However, to this point in time, we have <br />dutifully surveyed the flags that were placed in the field and represent these features <br />and the required 100-foot buffer at this time, <br />With this background however, we would like to note that our site visits and field <br />surveys clearly indicate that these drainage areas on Lots 1 and 2 aze best described as <br />ephemeral in nature rather than as intermittent or perennial streams. In other words, <br />these features do not have standing water and/or exhibit the stream-like <br />characteristics that are associated with intermittent or perennial streams.. <br />With regard to the proposed location of septic systems on Lots 1 and 2 with relation <br />to this ephemeral feature, we provide the following additional information: <br />Lot 1: The house will be located between the ephemeral feature and Westhampton <br />Way, while the septic field will be located on the other side of the ephemeral feature. <br />In particulaz, the septic field will be located a minimum of I50 feet away from the <br />centerline of this drainageway, providing an additional 50 feet of buffer to the <br />regulated 100-foot buffer. A pump system will be used to transfer wastewater from <br />the house to the septic field. <br />Lot 2: The house and the septic field are both proposed to be located on the west side <br />of the depicted ephemeral feature, The septic field will be located a minimum of 125 <br />feet away from the centerline of this drainageway, providing an additional 25 feet of <br />buffer to the regulated 100-foot buffer. <br />In surmnary, based on the minimum distances between these septic fields and the <br />ephemeral feature, and the mostly-dry nature of this drainageway, we do not believe <br />that these septic systems will pose a threat to the quality of water traveling in this <br />channel during rain events. <br />7, Concern was expressed regarding the impervious surface levels for larger homes <br />and garages within Westhampton as compared with existing smaller homes <br />within Robins Wood. <br />Applicant's Response: Being located in the University Lake protected watershed, <br />this development is limited to a maximum of six (6%) percent impervious surface.
